There is hereby established a principal department to be known as the Department of Public Buildings.

There is hereby established the office of Superintendent of Public Buildings. The Superintendent shall be appointed by the Mayor, subject to confirmation by the Council for a term of three years and until his successor in office is appointed and qualified. Such term shall commence on the first Monday in March.
The Superintendent of Public Buildings shall have charge of the maintenance and repair of all public buildings except those that are under the jurisdiction of the school department.

For each permit issued by the Building and Plumbing Inspector and before such permit shall take effect, a fee shall be paid in accordance with the following schedule, except that no permit fees shall be required for City, county, state, federal, housing authority buildings, nor for buildings used primarily for religious purposes.
(1) 
Building permit fees.
a. 
The fee for all building permits for new construction and for alterations or additions to existing structures shall be computed at the rate of $12 per $1,000 of estimated construction cost for one-family dwellings, two-family dwellings, residential occupancies listed under Group R-3 of the State Board of Building Regulations and Standards and three- and four-family dwellings; provided, however, that in no event shall the fee be less than $12. The fee for all building permits for new construction and for alterations or additions to existing structures for all other uses shall be computed at the rate of $22 per $1,000 of estimated construction cost; provided, however, that in no event shall the fee be less than $22.
The estimated construction cost shall be computed by multiplying the gross floor area (that is the total number of square feet) by the national average square foot cost as published in the latest edition of "Means Cost Data" by R.S. Means Co., Inc., Duxbury, Massachusetts, or other similar recognized national survey.
b. 
The fee for permits for the following other types of work shall be computed at the rate of $12 per $1,000 of estimated construction, installation, erection, relocation or demolition cost for work related to one-family dwellings, two-family dwellings, residential occupancies listed under Group R-3 of the State Board of Building Regulations and Standards and three- and four-family dwellings; provided, however, that in no event shall the fee be less than $12. For all other uses, the fee for the following other types of work shall be computed at the rate of $22 per $1,000 of estimated construction cost: provided, however, that in no event shall the fee be less than $22.
1. 
Relocation of a building or structure.
2. 
Construction of parking lots and/or parking structures for five or more vehicles.
3. 
Installation of an aboveground or in-ground swimming pool.
4. 
Erection of a fence.
5. 
Installation of a wood- or coal-burning stove.
6. 
Construction of a fire escape.
7. 
Demolition of a building or structure.
c. 
Sign fees as provided in Article 6, Section 6.3 of the City Zoning Ordinances.
d. 
Failure to obtain permit. Whenever work is started without the proper permit, the applicable fee shall be increased by $100.
