Each applicant for a new or renewal limousine owner's license
shall submit the following information to the Township Clerk on the
approved form:
A. Name of applicant, principal place of business, telephone number,
e-mail address, fax number.
B. The location of the dispatcher.
C. Whether previously licensed to operate a limousine and where; whether
such license to operate has ever been revoked and, if so, for what
cause.
D. If an individual, the applicant must be at least 21 years of age
and provide present primary residential address.
E. If a corporation or partnership, the company name, main office and
branch office locations:
(1) If a corporation, the state of the corporation; the names and primary
residential addresses of all officers and directors; their citizenship
status; and a list of all stockholders who hold more than 10% of the
corporate stock.
(2) If a partnership, the names and primary residential addresses of
each partner.
F. Every application shall contain the following information about each
vehicle to be used as part of the business being licensed:
(1) Year, make, model and color.
(2) Vehicle identification number.
(3) New Jersey state license plate number.
(5) Insurance company, policy number and expiration date.
(6) Location at which the vehicles will be stored.
G. A copy of the bill of sale for each limousine to be operated on the
streets of the Township of Franklin shall be filed with the application
for a license to operate.
H. A copy of the vehicle registration shall be provided to the Township
Clerk within 48 hours of the vehicle's registration with the
Motor Vehicle Commission.
I. Any application for a new or renewal license which is not completed
within 60 days of receipt of the application shall be denied and no
license shall be issued.
No limousine service whose principal place of business is in
the Township of Franklin shall be operated wholly or partly along
any street in the Township of Franklin until the owner of the limousine
or limousine service shall have filed with the Township Clerk an insurance
policy of a company duly licensed to transact business under the insurance
laws of this state in the sum of $1,500,000 insuring against loss
by reason of the liability imposed by law upon every limousine owner
for damages on account of bodily injury or death suffered by any person
as the result of an accident occurring by reason of the ownership,
maintenance or use of the limousine upon any public street.
The owner of the limousine shall, concurrently with the filing
of the insurance policy described above, submit to the Township Clerk
proof of the execution and delivery to the Division of Motor Vehicles
(or Motor Vehicle Commissioner, as appropriate) of a power of attorney,
wherein and whereby the owner shall appoint the Director of the Division
of Motor Vehicles (or the Chief Administrator of the Motor Vehicle
Commission, as appropriate) his true and lawful attorney for the purpose
of acknowledging service of any process out of a court of competent
jurisdiction to be served against the insured by virtue of the indemnity
granted under the insurance policy filed.
