No person shall utter any loud, indecent, abusive or offensive
language in any street or public place or address or make any offensive
remarks or comments to or upon any person in any street or public
place or interfere with any person lawfully being in or upon any street,
public place or building.
No person shall, in any house, building or grounds belonging
thereto, by any offensive or disorderly act or language, disturb or
endanger the public peace or health.
No person shall make or aid, countenance or assist in making
any improper noise, riot, disturbance or breach of the peace in any
street or public place or disquiet or disturb any congregation or
assembly of any kind whatsoever in any church or other building by
any rude, disorderly or indecent behavior of any kind.
No person shall interfere with the proper transaction of business
in the Municipal Court by any unruly, boisterous or otherwise disorderly
conduct in the courtroom where such Court is in session or by any
offensive or abusive remarks to the Judge when he is engaged in the
discharge of his duties.
No person shall, on the first day of the week, commonly called
"Sunday," assemble or meet in any street, park, vacant lot or other
place in the borough and there engage in any game or disorderly conduct
or blow any horn or play upon any instrument on any street or other
public place without having first obtained permission therefor from
the Mayor and Council.
No person shall allow or permit his house, shop, saloon or other
place connected therewith to be used, frequented or resorted to by
riotous or disorderly persons, drunkards, prostitutes, gamblers or
vagrants or suffer or permit his house, shop, store, saloon or other
place to become riotous or disorderly at any time, either by day or
night.

The erection (including excavating), demolition, alteration
or repair of any building and landscaping services other than between
the hours of 8:00 a.m. and 6:00 p.m. on weekdays or between the hours
of 9:00 a.m. and 5:00 p.m. on Saturdays shall be prohibited, except
in case of urgent necessity in the interest of public health and safety,
and then only with a permit from the Building Inspector, which permit
may be granted for a period not to exceed three days or less while
the emergency continues and which permit may be renewed for a period
of three days or less while the emergency continues. If the Building
Inspector should determine that the public health and safety will
not be impaired by the erection, demolition, alteration or repair
of any building, landscaping services or the excavation of streets
and highways during any other period of time and if he shall further
determine that loss or inconvenience would result to any party in
interest, he may grant permission for such work to be done within
any other period of time upon application being made at the time the
permit for the work is awarded or during the progress of the work.

A. Whenever it becomes necessary for the Borough of Palisades Park, the County of Bergen or the State of New Jersey to demolish, alter, repair or excavate streets, roads, bridges and underpasses anywhere within the Borough of Palisades Park, the Construction Official is hereby given the authorization to provide a waiver from the requirements of §
214-7.
B. However, if, in the opinion of the Construction Official, reasonable efforts are not being utilized to mitigate negative impact to the citizens in the affected area, said Construction Official can order a halt to the activities being performed by the contractor, agent or member of the public entities herein named and revoke the waiver and require such contractor, agent or member of the public entities to comply with all rules and regulations of §
214-7 of the Code of the Borough of Palisades Park.
