Permission is granted to children under 12 years of age and to persons who are invalids or cripples to use bicycles or other vehicles propelled by hand upon any public sidewalk intended for use by pedestrians.
A. 
No person in the Village shall ride any motorcycle, bicycle, snowmobile or other vehicle propelled by the hand or foot of the rider along or upon any public sidewalk intended for the use of pedestrians. As regards bicycles, this section shall not apply to children under 12 years of age; and as to other vehicles propelled by the hand or foot of the rider, this section shall not apply to persons who cannot walk by reason of being invalid or crippled.
B. 
No person shall park any motor vehicle upon or across any sidewalk in the Village, nor shall any person park any motor vehicle in such manner as to obstruct free passage of pedestrians or sidewalk plows upon such sidewalks.
Public rights-of-way as set forth in Schedule XXII (§ 325-74) shall hereinafter be closed to vehicular traffic and open solely for pedestrian use which excludes all trucks, equipment, automobiles, bicycles, snowmobiles and all other vehicles, whether mechanized or driven by hand or foot. The foregoing shall not apply to children under 12 years of age nor to persons who cannot walk by reason of being an invalid or crippled.
