All utilities and sewer and water mains and service laterals
to the abutting property shall be installed before any street is permanently
surfaced or resurfaced.
The penalty for violation of any provision of this article shall be a penalty as provided in § 1-3 of the Code of the Village of Hollandale. A separate offense shall be deemed committed on each day on which a violation of this article occurs or continues.
