A. Purpose. The County Commissioners of Charles County are authorized
to establish a Commission on Human Relations for the County, whose
purpose it shall be to promote understanding and harmony of relationship
between the people of the County through the study of the nature and
all causes of social friction and prejudice and the advancement of
means for the alleviation of these problems and to otherwise further
the American ideal of equality and justice.
B. Membership; general operating procedure. The organization and particular
functions of the Commission shall be as the County Commissioners may
prescribe. The County Commissioners shall appoint the members of the
commission in such number as the County Commissioners may determine
shall compose the Commission for terms of four years each. The members
shall be representative of the various segments of the community and
shall serve without compensation. The Commission shall file with the
County Commissioners no less than annually a comprehensive report
covering its activities.
C. Removal. If any member fails to attend at least 50% of the regularly
scheduled meetings of the Commission in any one calendar year, he
shall be removed by the County Commissioners, and the County Commissioners
shall appoint a replacement for him.
D. Administrative support and annual appropriation authorized. The County
Commissioners are authorized to provide all administrative support
to the Commission necessary to properly effectuate the provisions
of this chapter and to annually appropriate to this end an amount
not exceeding $500.
