County roads shall be designated as snow emergency routes by
the Charles County Department of Public Works. Appropriate signs indicating
the designation of a snow emergency route shall be placed along said
County roads.
A snow emergency shall exist in Charles County during the period
of time for which a snow emergency is declared by the Superintendent
of State Police or his representative for state highways located in
Charles County. The snow emergency shall continue in effect until
the Superintendent of State Police or his representative declares
it to be no longer necessary for state highways located in Charles
County.
A person may not drive or attempt to drive a motor vehicle,
other than a motorcycle, on any County road that is designated and
appropriately signposted as a snow emergency route and for which a
snow emergency has been declared and is in effect unless the vehicle
is equipped with chains or snow tires on at least one wheel at each
end of a driving axle.
A person may not park a vehicle on any County road that is designated
and appropriately signposted as a snow emergency route and for which
a snow emergency has been declared and is in effect. The State Police
or the Charles County Sheriff's Office may have any vehicle parked
in violation of this section towed from the highway. The expense of
towing shall be paid by the owner of the vehicle.
In this article, the following terms shall have the meanings
indicated:
SNOW TIRES
Those tires that are in a good state of repair and that:
A.
Are normally designated by their manufacturer as snow tires;
B.
Are approved by the State Highway Administrator as meeting the
standards of effectiveness required of normally designated snow tires;
or
C.
Have antiskid patterns cut into the treaded surfaces to form
bars, buttons or blocks specially designed to give effective traction
on snow- or ice-covered highways.
A list of snow emergency routes will be maintained by the Department
of Public Works. This list will be made available to the public.
