As used in this article:
BRUSH, WEEDS and DEBRIS
And refers to and includes brush, weeds, including ragweed,
dead and dying trees, stumps, roots, obnoxious growths, filth, garbage,
trash and other debris.

The building inspector of the Borough is hereby constituted
and appointed as the enforcement officer under this article.

Whenever the Building Inspector shall deem it to be necessary
and expedient for the preservation of the public health and general
welfare, or to eliminate a fire hazard, the owner or tenant of lands
lying within the Borough shall remove from such lands or destroy brush,
weeds and debris within ten (10) days after notice to remove or destroy
the same.
Any owner or tenant who fails or neglects to comply with the notice served as provided in Section
12-7 hereof and within the time prescribed therein shall be subject to the penalty prescribed in Section
12-10 hereof.

(a) Any person who violates the provisions of Section
12-8 of this Article shall, upon conviction thereof, be punished in accordance with Section
1-9 of these Revised Ordinances.
(b) The imposition of the penalty provided for in Paragraph (a) of this section shall not constitute a bar to, or be deemed in substitution of, the exercise of the right and power of the Borough provided for in Section
12-9 hereof.
