The Volunteer Fire Department shall consist of one Fire Chief, one Deputy Chief, one Assistant Chief, one Battalion Chief and as many firefighters as are determined by the bylaws and authorized at the annual meeting of the Department, and such additional personnel as may be authorized from time to time.
The Volunteer Fire Department shall be organized and governed pursuant to the rules and regulations adopted by its membership and as amended from time to time. All such rules and regulations shall be approved by the Council before they shall become effective.
A. 
Annual meetings. The annual meeting of the Fire Department shall be held on the first Monday in March of each year at 7:00 p.m.
B. 
Monthly meetings. Regular monthly meetings of the Fire Department shall be held on the first Monday of each month at 6:00 p.m. In addition, the Fire Chief, in his discretion, may select extra meetings in each month for the purpose of exercising the Department with equipment and training.
C. 
Adjourning meetings. If any Monday of a scheduled meeting is a holiday, such meeting shall be held on the following Monday at 6:00 p.m.
D. 
Special meetings. Special meetings may be called by the Fire Chief or by any five members of the Department by giving written notice thereof to each Department member at least 24 hours prior to the time of the meeting. Such notice shall state the object for which the special meeting is called, and no other business other than that so stated shall be transacted at such meeting.
E. 
Quorum. A majority of all department members, as well as the Fire Chief or an Assistant Chief, shall constitute a quorum to transact business.

There shall be provided to each member of the Fire Department reimbursement for travel expenses and cleaning and replacement of damaged clothing. The treasurer of the Fire Department shall annually file with the City Clerk/Treasurer an expenses voucher for the same.
The Fire Chief shall select a crew for rural fires as prescribed by the bylaws, except that in cases of emergency he may call a larger crew. He shall determine the number of hours served by each Fire Department member at any rural fire.
