The Municipal Council hereby authorizes the establishment of
the Grass Roots Cultural Arts Commission of the City of Paterson.
There is hereby established the Grass Roots Cultural Arts Commission
of the City of Paterson, which shall be composed of 18 residents of
the City, who shall serve without compensation, plus that member of
the City Council serving as liaison from year to year. All 18 citizen
members shall serve, on a staggered basis, for a term of three years.
With respect to the citizen members added by this chapter, six shall
be appointed for one year, six shall be appointed for two years and
six shall be appointed for a three-year term, all terms to expire
on December 31.
All 18 resident members shall be nominated by the Mayor and
confirmed with the advice and the consent of the City Council.
The Commission shall have the following powers and responsibilities:
A. To establish, amend and supplement its own bylaws to the extent not
inconsistent with this article or with any other municipal, state
or federal regulation or law.
B. To cooperate with all other agencies within and without the City
of Paterson, both public and private, in the encouragement of any
and all existing commercial facilities already established in the
City and to create a climate in the City that will attract other enterprises
and stimulate further development throughout the community.
C. To annually elect one of its citizen members to serve as Chairperson
of the Commission.
D. To make an annual report of its activities and recommendations to
the City Council and at such other times as the City Council shall
request or the Commission deems desirable.
There is hereby established a Human Relations Initiative with
the Board of Education, City of Paterson, New Jersey. Three students
will be selected from the following high schools: Eastside, JFK and
Rosa Parks. All students must be in their sophomore year and must
not exceed their senior year. The students will be selected from the
following subjects: Eastside: United States history; JFK: language
arts; and Rosa Parks: the performing/fine arts.
The Council liaison shall be annually selected by the City Council
at the reorganization meeting of the City held in January of each
year. The members of the Commission shall annually select one of its
members as Chairperson. Vacancies occurring on the Commission, other
than by expiration of their term of office, shall be filled for the
unexpired portion of the term in the same manner as an original appointment.
