The Village hereby establishes a stormwater user fee for all
existing development and new development within the Village of Greenville.
The Village shall use the stormwater user fee for the administrative,
operational and maintenance costs of the Village and that portion
of capital costs which are not covered by special assessments.
A. The stormwater user fee shall be based on the impervious area associated
with each developed parcel within the Village of Greenville. The average
impervious area of the residential equivalent unit (REU) as defined
herein, shall be established by the Village by resolution.
B. For purposes of imposing stormwater user fees, all developed parcels
with the Village of Greenville are classified into three categories:
single-family residential; multifamily residential; and nonresidential.
C. The charges imposed for a single-family home shall be the fee rate
of one REU as established by Village resolution.
D. The Village shall also establish by resolution a method for determining
the number of REUs for multifamily residential parcels and a method
for determining the number of REUs for nonresidential parcels.
E. The number of REUs assigned to a parcel shall be rounded to the nearest
whole REU according to mathematical convention (below 0.5, rounded
down; 0.5 and greater, rounded up).
The Village may levy special assessments on parcels that are
in an area specifically benefitted by a particular stormwater management
improvement. Assessments will be based upon the benefits received
by the area as determined by the Village.
A. Assessments will be levied for the benefits or services received
by a particular area that may not be appropriately charged to the
entire Village of Greenville.
B. Assessment rates per front foot or area of a parcel abutting, benefitting
or receiving services from a Village stormwater management improvement
or facility shall be as determined by the Village following assessment
procedures in § 66.0703, Wis. Stats.
