An ambulance, a vehicle of the Fire or Police Department or other properly identified emergency vehicles shall have the right-of-way at all times on the streets of the Town of Brentwood. All other vehicles, upon the approach of fire apparatus or other emergency vehicles, shall immediately draw near to and parallel with the curbline and shall stop until such emergency vehicles have passed; and no vehicle shall intentionally pursue or follow after such emergency vehicles, except at a distance of more than 200 feet. No vehicle of any kind shall be driven, drawn or otherwise propelled onto or over any firehose laid for the purpose of fighting a fire, except with the permission and direction of the Fire Chief or Acting Fire Chief.
A. 
No person shall drive a vehicle upon a highway at a greater speed than is reasonable and prudent, having due regard to the traffic, surface and width of the highway and the hazard at intersections and any other conditions then existing.
B. 
No person shall operate a motor vehicle over any street in or adjacent to a public park or school in the Town of Brentwood at a speed in excess of 15 miles per hour.
C. 
No person shall operate a motor vehicle over any street in the Town of Brentwood, other than that listed in Subsection B, at a rate of speed in excess of 25 miles per hour, or as may be otherwise indicated by official signs.[1]

Any person riding, driving or operating any vehicle on any of the streets or thoroughfares of the Town of Brentwood shall keep to the right-hand side of the street or roadway. All vehicles, motor-propelled, horse-drawn or otherwise, when being driven or operated on any of the streets or thoroughfares of the Town of Brentwood, shall, on meeting other vehicles, turn or keep to the right so as to pass without interference; and in turning corners or curves, such vehicles shall keep as far to the right of the thoroughfare as is reasonably possible.
Any vehicle overtaking another going in the same direction shall pass on the left side of the vehicle so overtaken, provided that the way ahead can be seen to be clear of approaching traffic and provided that the operator signals the vehicle intended to be passed by the use of his horn or other signalling device. A vehicle so signalled by another vehicle approaching from the rear shall keep as far to the right as reasonable and proper and permit the overtaking vehicle to pass. No vehicle shall overtake and pass another from the rear at or near the top of a hill or on a curve where the view ahead is in any way obstructed or while the vehicle is crossing an intersecting highway. Bicycles are to be considered to be vehicles within the meaning of this section.
No person operating or in control or charge of any motor vehicle shall cause or permit any excessive use of the horn, or for any other purpose than to warn or signal traffic, or shall cause or permit any extraordinarily intense or prolonged noise in starting, moving or adjusting machinery or equipment.
A. 
All persons operating or in control of any vehicle shall heed and obey the directions of a duly authorized officer directing traffic. All persons operating or in charge of any automobile or other vehicle shall heed and obey the instructions or warnings of any officially installed traffic sign or traffic signal, electrically operated or otherwise, within the Town of Brentwood, unless directed to do otherwise by a police officer.
B. 
At any boulevard, arterial highway or other point where a stop sign has been erected, all vehicles shall come to a complete stop and shall not proceed to cross or enter such boulevard, arterial highway or other thoroughfare until a crossing or entry can be made safely without interfering with through traffic.
C. 
At any point where a "slow" sign has been erected, the operators of all vehicles shall reduce the speed of such vehicles and shall use diligence in ascertaining that the highway is clear as they proceed to cross.
D. 
At any point on the streets or highways in the Town of Brentwood where there has been placed or stationed a barrier, a detour sign or any authorized person designating that such street is closed, all vehicular traffic shall heed and obey by detouring or turning back.
A. 
No person operating or in control of any vehicle shall allow the same to stand unattended on any street or public way in the Town of Brentwood without first stopping the engine, securing the brakes, locking the ignition or other device to prevent starting and, if on a perceptible grade, turning the wheels of such vehicle toward the curbside of the street or highway.
B. 
No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway, headed in the direction of lawful traffic movement, and with the right-hand wheels of the vehicle within 12 inches of the curb or edge of the roadway.
C. 
No person shall park a vehicle on any roadway or other public space in the Town of Brentwood for more than 48 consecutive hours; provided, however, that this restriction shall not apply to residents who shall legally park their automobiles in front of their homes because of a lack of off-street parking facilities.
D. 
Any unattended vehicle found parked in violation of any traffic regulation may, by or under the direction of a member or members of the Brentwood Police Department, either by towing or otherwise, be removed or conveyed to and impounded in or at the police station or any other place designated by the Mayor and Town Council of Brentwood. It shall be the duty of the Police Department to inform, as soon as practicable, the owner or other person in charge of an impounded vehicle, or claiming the same, of the nature and circumstances of the traffic violation herein provided for and for which, or on account of which, such vehicle, or other duly authorized person, shall be permitted to repossess the same upon the posting of collateral required by the ordinances of the Town of Brentwood and, in addition thereto, by paying the cost of removing said vehicle because of violation of any of the ordinances of the Town of Brentwood.
No vehicle of any description shall be parked or left standing at any time at the following designated locations on the streets or thoroughfares of the Town of Brentwood:
A. 
Within 15 feet on either side of a fire hydrant.[1]

B. 
At any place where an official sign or device has been placed indicating that parking is prohibited because of an emergency or because of the establishment of a no-parking area.
C. 
In or within 15 feet of any street intersection. The distance is to be measured from the curbline or, where no curbline exists, from the property lines extended.
D. 
On or opposite a crosswalk.
E. 
On any bridge, viaduct or approach thereto.
F. 
Within 20 feet on the approaching side of any stop sign or official marker designating an arterial highway or stop street.
G. 
On any sidewalk or sidewalk space or on any public space or areas between the curbs and the property lines; provided, however, that this prohibition shall not apply to bicycles parked or placed so that pedestrian traffic is not obstructed.
H. 
Alongside or opposite any street excavation or obstruction where such parking would interfere with traffic.
I. 
In front of any barricade or sign that has been placed on any street, avenue, road or alley for the purpose of temporarily closing it.
J. 
On any street or public thoroughfare where the parking of said vehicle would prevent a clear passageway for other traffic or reduce the width of the open roadway to less than 11 feet or interfere with the ingress or egress, or the operation thereof, of fire apparatus and other emergency vehicles or block or obstruct the driveway to any garage or other building.

K. 
On any street in front of or along the side of any public or private elementary or high school, at any time between 8:30 a.m. and 4:30 p.m. on days when school is being held.
L. 
Within any space or area which may be required to be kept clear for fire lines or for any other emergency that may be declared by an authorized person to exist.
M. 
No commercial vehicle exceeding 3/4 ton shall park on any street in a residential zone area between the hours of 6:00 p.m. and 7:00 a.m.
N. 
Within 15 feet on either side of a bus stop.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
UNPAVED AREA
Any surface not completely covered by asphalt or concrete.
UNPREPARED AREA
Any surface not completely covered by brick, block, gravel, crushed stone or other similar permeable or semipermeable aggregate material.
B. 
It shall be unlawful to park any vehicle on the unpaved or unprepared area of any residential property except during a snow emergency.
C. 
It shall be necessary to provide a continuous platform of the surface material under the parked vehicle, and access to the area must likewise be over a paved or prepared area.
D. 
Nothing contained herein shall be construed as authorizing a departure from the green area requirements of the Zoning Ordinance of Prince George's County, Maryland.
E. 
Exceptions. Currently registered recreational vehicles. or currently registered seasonal use vehicles, provided that these vehicles are stored behind the rear building line of the property, shall be excepted from this section. However, at no time may these vehicles be stored on unpaved/unprepared areas located to the side or forward of the rear building line.
F. 
Impervious surfaces on residential properties.
(1) 
Notwithstanding Prince George's County Code provisions relating to impervious surface coverage, the impervious surface area of the front yard of any residential property in the Town of Brentwood shall not exceed 25% of the total area of the front yard.
(2) 
Definitions. As used in this subsection, the following terms shall have the meanings indicated:
BUILDING RESTRICTION LINE
The building setback requirement established by the Prince George's County Zoning Ordinance which establishes the closest point to a street that a building may be constructed in the zone in question.
FRONT YARD
All that area between a paved street and either the building restriction line or, in the event that the building is farther away from the street than the building restriction line, a line drawn parallel to the street along that part of the house or the main building closest to the street running the full width of that lot and any adjacent vacant lot. A lot can only have one front yard. For buildings on corner lots where the building faces an intersection rather than either of the streets, the front yard shall be the triangular area between the paved streets and a line drawn across that side of the building nearest the street and facing the intersection.
IMPERVIOUS SURFACE
Any and all areas that are not water permeable. Impervious materials shall include, but not be limited to, concrete, asphalt, pavers, brick, and gravel, and all paved and prepared driveable surfaces. Nondriveable surfaces, including a sidewalk no wider than 42 inches, shall not be counted as impervious surface for purposes of this subsection.
(3) 
Any impervious surface coverage existing on April 20, 2006, which does not comply with the restrictions contained in this section shall be deemed a legal nonconforming use until April 20, 2011, and may be repaired. Any replacement of the impervious surface shall conform to the requirements of this section. "Replacement" means any work on at least 50% of the impervious surface for any reason. However, after April 20, 2011, all such legal nonconforming uses must cease and be in compliance with this section.
G. 
Enforcement; violations and penalties.

(1) 
Any sworn police officer or Town Code Enforcement Officer shall be authorized to enforce this section of the Town Code. In the performance of their duties under this section as regards parking of vehicles/trailers on unpaved or unprepared surfaces as set forth in § 305-8B, a police officer or Code Enforcement Officer is hereby authorized to enter upon private property in the Town of Brentwood in order to place an immediate parking violation citation on a vehicle/trailer parked on unpaved or unprepared surfaces in the front of the residential property and forty-eight-hour warning notice on a vehicle/trailer parked on unpaved or unprepared surfaces in the side or rear of the residential property. The issuance of a citation or warning for vehicles/trailers parked in violation of this section shall be at the discretion of a police officer or Town Code Enforcement Officer/Management Inspector.

(2) 
If the vehicle is not removed from the unpaved/unprepared area or brought into compliance within 48 hours from the date upon said notice, the police officer or Code Enforcement Officer shall be empowered to impound the vehicle. The vehicle owner shall be liable for all towing, storage, preservation, and/or other charges relating to the disposition of the vehicle.
(3) 
Extensions of the forty-eight-hour warning.
(a) 
The Code Enforcement Officer, or his/her designee, shall have the authority to extend the forty-eight-hour period before impoundment for a period not to exceed 30 days, upon receipt of a written statement from the vehicle owner setting forth the reasons for requesting such an extension.
(b) 
The Mayor and Town Council shall also have the authority to extend the forty-eight-hour period for any definite period of time in excess of the original thirty-day extension period, upon receipt of a written statement from the vehicle owner setting forth the reasons for requesting such an extension.
(4) 
Violations of this § 305-9 shall be punishable as a municipal infraction. The fines for violations shall be set by the Mayor and Town Council. Each day that a violation exists shall be a separate offense.
A. 
At intersections or at other designated crossings protected by a traffic light or supervised by a traffic officer, pedestrians shall cross the street or highway only when the traffic along that street or highway has stopped in response to the traffic light or officer's signal.
B. 
At intersections or other designated crossings not protected by a traffic signal or supervised by an officer, pedestrians shall be presumed to have the right-of-way, but pedestrians shall not attempt to cross any street, highway or other thoroughfare in the Town of Brentwood without first ascertaining that any approaching vehicle is at sufficient distance to enable said vehicle to stop, if need be, before reaching the intersection.
C. 
Other than at intersections and at other designated crossings on the streets and highways of the Town of Brentwood, vehicles shall have the right-of-way, and pedestrians shall confine themselves to the sidewalk, or where no sidewalks exist, pedestrians shall walk on the left side of the street or roadway, where they shall face approaching traffic.
Whenever it is necessary for the protection of public property or desirable in the interest of public welfare and safety, the Mayor and Town Council of Brentwood may restrict or regulate the weight and type of vehicle or kind of traffic that may travel over any designated bridge, street, alley or public thoroughfare within the Town of Brentwood. Such a designated bridge, street, alley or public thoroughfare shall be plainly marked with signs or markers setting forth the restrictions or regulations.

The Mayor and Town Council are hereby authorized to designate and establish temporary no-parking areas on any street, highway or thoroughfare in the Town of Brentwood when necessary to relieve congestion of traffic or to meet any other legitimate emergency, provided that signs are erected designating the areas in which the parking is prohibited and further provided that such prohibition of parking shall not be longer than seven days at any one time without action and approval by the Mayor and Town Council.
Upon a roadway designated and signposted for one-way traffic, a vehicle shall be driven only in the direction designated.
No person shall stand or park a vehicle upon any roadway for the principal purpose of greasing, repairing or maintaining any such vehicle.
The Mayor and Town Council of Brentwood are hereby authorized and empowered to:
A. 
Install, remove or replace any or all stop signs deemed necessary.
B. 
Install, remove or replace any or all traffic signs or signals deemed necessary.
C. 
Designate certain streets as one-way.
D. 
Barricade or close or open streets.
E. 
Paint curbs designated "no parking."
F. 
Paint curbs at driveways, 18 inches from the end of the curb, at the entrance to such driveways, on each side of the entrances to private or public property.
G. 
Paint or remove lines at street intersections designating walk lanes.
H. 
Take or promulgate any other safety measure deemed necessary in the interest of public safety, health and general welfare within the Town of Brentwood.
