As used in this Chapter, the following words and phrases have the indicated meanings:
BOAT DOCKING FACILITIES
Those boat docking facilities located in the Mississippi River adjacent to the Missouri Department of Conservation-City of Canton, Missouri, river access area at Mississippi River mile 342.
CAMPER PAD FEE
A fee to paid to the City of Canton, Missouri, to obtain a revocable license to use a camper pad site for one (1) twenty-four (24) hour period.
CAMPER PAD SITES
Areas designated for use as camper pads within the area of North Riverfront Park upon which a concrete pad is located, each concrete pad being considered a separate pad site.
MISSISSIPPI PARK
That portion of the City of Canton, Missouri, bounded on the south by the north line of Henderson Street extended to the west bank of the Mississippi River, bounded on the east by the west bank of the Mississippi River, bounded on the north by the north City limit of the City of Canton, Missouri, and bounded on the west by the east line of the right-of-way of the Burlington Northern Santa Fe Railway.
PERMIT
A permit issued by the City of Canton, Missouri, as a revocable license to use a camper pad site in the Mississippi Park.
SOUTH RIVERVIEW PARK
A tract of land lying in the Northwest Quarter of Section Thirty-six (36), Township Sixty-two (62) North, Range Six (6) West in the City of Canton, Lewis County, Missouri, and being more fully described as follows: From a point marking the Southeast corner of Lot Five (5), Block Six (6) West follows: From a point marking the Southeast corner of Lot Five (5), Block Six (6) of Ellis Addition to the City of Canton, run North 86 degrees East along the South line of said Lot Five (5) extended 61.54 feet to the true point of beginning, said point of beginning being 230 feet from and at right angles to the centerline of the Burlington-Northern railroad; thence North 13 degrees, 42 minutes and 27 seconds West, 230 feet from and parallel to the center of said railroad, 193.11 feet; thence North 15 degrees, 19 minutes and 12 seconds West 230 feet from and parallel to said railroad 320.54 feet; thence South 80 degrees, 15 minutes and 54 seconds East 213.60 feet to a point on the low bank of the Mississippi River; thence South 08 degrees, 10 minutes and 56 seconds East along said low bank 490.34 feet; thence South 84 degrees, 33 minutes and 43 seconds West 120.9 feet; thence North 13 degrees, 13 minutes and 47 seconds West 24.47 feet; thence North 63 degrees, 30 minutes and 33 seconds West 27.62 feet to the point of beginning, containing 1.99 acres, more or less, as per survey of Marvin J. Likes, Registered Missouri Land Surveyor No. 1363 in January, 1980.

VETERANS MEMORIAL PARK
All of Lots Five (5), Six (6), Seven (7), Eight (8), Nine (9), Ten (10), Eleven (11), Twelve (12), Thirteen (13), Fourteen (14), Fifteen (15) and Sixteen (16) in Block Two (2) of Brose Addition to the City of Canton, Lewis County, Missouri.

A. 
The Mississippi Park shall be closed to vehicular traffic and public use from 10:00 P.M. to one-half (½) hour before sunrise, Central Time, except that persons possessing a valid camper pad site permit shall be permitted to use Mississippi Park without limitation.
B. 
The South Riverview Park shall be closed to vehicular traffic and public use from 10:00 P.M. to one-half (½) hour before sunrise, Central Time.

C. 
Central and Martin Parks shall be closed to public use from 10:00 P.M. to one-half (½) hour before sunrise, Central Time.

A. 
There shall be no vehicular parking after 10:00 P.M. and prior to one-half (½) hour before sunrise, Central Time zone time, in Mississippi Park or South Riverview Park except in designated camper pad sites, and then only by those persons holding a valid permit, and not to exceed two (2) vehicles per camper pad site.

B. 
There shall be no parking after 10:00 P.M. and prior to one-half (½) hour before sunrise, Central Time zone time on the Canton, Missouri, Lock and Dam Road from a point where said road intersects with Henderson Street on the south to the south property line of the Untied States of America, U.S. Corps of Engineers property on the north.

No person shall be in any public park in the City of Canton, Missouri, at any time in a state of intoxication or drunkenness.

A. 
Any person or group of persons not exceeding six (6) in number desiring to use a camper pad site in the Mississippi Park shall obtain a permit from the City of Canton, Missouri.
1. 
Permits so issued by the City of Canton, Missouri, shall be a temporary revocable license to use one (1) camper pad site for a period not to exceed twenty-four (24) hours.
2. 
A separate permit shall be issued for each twenty-four (24) hour period, and there shall be no limit on how many successive twenty-four (24) hour permits may be issued to the same person.
3. 
The permit shall be revocable by the City of Canton, Missouri, subject to revocation without notice if any act which would constitute a violation of any ordinance of the City of Canton, Missouri, is committed by the person obtaining the permit, or any person allowed by the license to be physically present on the camper pad site, or in Mississippi Park.
4. 
Permits shall be issued by authorized representatives of the City of Canton, Missouri, and the Mayor of the City of Canton, Missouri, shall have authority to appoint authorized representatives of the City for this purpose.
5. 
Daily fees for camper pads. The daily fees for rental of a camper pad located in Mississippi Park shall be thirty dollars ($30.00) for a twenty-four-hour permit for all pads located in Mississippi Park.

6. 
A permit to use a camper pad may be reserved in advance of the day of use of the permit. Applicant shall make a deposit, in advance, by cash, credit card, or electronic check equal to one (1) daily fee for each camper pad reserved.

7. 
Refunds of the deposit will be made if the reservation is cancelled in advance not later than 6:00 P.M. of the first day for which the reservation was made. Failure to cancel prior to that time will cause the deposit to be non-refundable.

A. 
The boat docking facilities shall be used by recreational boats and pleasure crafts only.
1. 
No commercial boats, vessels or craft of any kind shall use said boat docking facilities at any time for any reason.
2. 
No use shall be made of said boat docking facilities for any purpose other than the loading and/or unloading of recreational boats and pleasure fishing boats.
3. 
All swimming, water-skiing, sunbathing or fishing of any kind from said boat docking facility and its appurtenances is prohibited.
4. 
The said boat docking facilities shall not be used for the permanent mooring, tying-off or docking of any boat, vessel or craft at any time.

Any person, firm or corporation convicted of violating the provisions set forth in Sections 245.010245.060 shall be deemed guilty of a misdemeanor and upon conviction shall be liable to punishment as provided in Section 100.220 of the City Code.

No motor vehicle shall be operated on any street or roadway located within the Mississippi Park of the City of Canton, Missouri, at a speed in excess of fifteen (15) miles per hour.
