The term "motor vehicle", for the purpose of this Chapter, shall include all power-propelled vehicles other than muscular powered and excepting traction engines, fire engines, police cars or ambulances owned by the City.

Every resident of the City of Canton, Missouri, who shall own a motor vehicle, except dealers' vehicles, shall upon request by an officer of the City of Canton, Missouri, produce an automobile registration sticker issued by the City of Canton, Missouri.

No City of Canton, Missouri, motor vehicle registration sticker shall be issued unless the application for said registration sticker is accompanied by a tax receipt or a statement certified by the Collector of the City of Canton, Missouri, showing that City of Canton, Missouri, tangible property taxes assessed to the applicant for the preceding years have been paid by the applicant or that no such taxes were due.

Upon proof of payment of previous year's taxes by applicant, the City of Canton, Missouri, shall issue to applicant a City registration sticker for each vehicle owned by the applicant at no cost to the applicant. At the time of making application for the registration sticker, the applicant should show proof of ownership of each vehicle owned by applicant.

Registration stickers for motor vehicles issued by the City of Canton, Missouri, shall be obtained annually on or before the second (2nd) day of January of the ensuing year and shall become delinquent on the second (2nd) day of January of each year.

Upon the transfer of ownership of any motor vehicle, its registration sticker and the right to use its registration sticker shall expire and its registration sticker shall be removed or destroyed at the time of the transfer of ownership; provided however, that the transferring owner may use the same registration sticker on a newly acquired substitute motor vehicle upon the filling out of an appropriate sticker application blank for such substitute motor vehicle.

Under the terms of this Article, the term "motor vehicle" shall include any self-propelled vehicle not operated exclusively on tracks, except farm tractors, a motor vehicle operated on two (2) wheels commonly referred to as a motorcycle and a motor vehicle operated on three (3) wheels commonly referred to as a motortricycle.

From and after the second (2nd) day of January of each year, no motor vehicle shall be operated or driven in the City of Canton, Missouri, without bearing a registration sticker as prescribed by this Article for the operation of such vehicle for the year ending December thirty-first (31st) next; and anyone so operating such a motor vehicle without such registration sticker, and also the owner of such motor vehicle, each shall be guilty of a misdemeanor and upon conviction thereof shall be subject to the penalties prescribed in Section 100.220 of the City Code.

The provisions of this Article shall not apply to motor vehicles belonging to persons who are not residents of the City of Canton, Missouri, unless such vehicle shall remain within or be used within such City for a period of thirty (30) days or more and no motor vehicle owned or operated by a student of Culver-Stockton College shall be subject to the provisions of this Chapter unless the student shall otherwise be a resident of the City of Canton, Missouri.

The penalties prescribed in this Article shall not apply to the owner or operator of a motor vehicle becoming a resident of the City of Canton, Missouri, after January second (2nd) in any year until such owner or operator shall have been a resident of the City of Canton for a period of thirty (30) days. When any owner or operator of a motor vehicle has been a resident of the City of Canton for a period of thirty (30) days and he/she shall not have obtained a registration sticker for that year, such owner or operator shall be guilty of a misdemeanor and upon conviction thereof shall be subject to the penalties prescribed in Section 100.220 of the City Code.

All automobile dealers doing business in the City of Canton, Missouri, shall acquire one (1) sticker from the City of Canton for each Missouri dealer's license which they purchase for the calendar year in which the City of Canton registration sticker is due.
