It shall be unlawful for any person or persons to be in, upon
or about the premises of Fairground Park after the hour of 10:00 P.M.,
provided that participants and spectators of sports events and members
of picnics shall be exempt from the provisions hereof until the end
or termination of such sport event or picnic, or where special permission
is obtained from the Mayor or Police Department.

Overnight parking of house trailers, campers and camping equipment
shall be permitted, along with the personnel thereof in Fairground
Park, but only at the place or places in the park provided for such
parking of house trailers, campers, etc., as designated by the Park
Board. This Section shall apply specifically to that type of camper
or trailer which is used for temporary living or for vacationing,
and shall not apply to trailers which are used as a permanent residence.
The time limit shall be twenty-four (24) hours, unless approved by
the Park Superintendent for one (1) additional twenty-four (24) hour
period.

A. The
Park Board shall from time to time establish a fee for hookups to
the electrical outlets lying west of the Community Building in the
Higginsville Municipal Park, for a twenty-four-hour period. Payments
shall be made to the Park Superintendent.
B. Any
person violating the provisions of this Section by not paying said
fee shall be deemed guilty of an ordinance violation.
