There is hereby established the Parks and Recreation Commission of the City of Olivette (the Parks and Recreation Commission). The Parks and Recreation Commission shall consist of seven (7) members who shall be appointed by the City Council for a three (3) year term and who shall be either residents of the City or shall maintain a business address in the City. Appointments to fill vacancies shall be for the unexpired portion of the term only. All members shall serve without compensation.

The Parks and Recreation Commission shall elect from among its own members a Chair and a Vice Chair who shall each serve for a one (1) year term and may be re-elected. The Parks and Recreation Commission may adopt from time to time such regulations and rules of procedure as may be necessary to carry out the duties prescribed in this Article.

Meetings of the Parks and Recreation Commission shall be held at the call of the Chair and at such other times as a majority of the Parks and Recreation Commission may determine. The Parks and Recreation Commission shall keep minutes of its proceedings showing the vote of each member upon each question or, if absent or failing to vote, indicating such fact. The Parks and Recreation Commission shall make an annual report to the City Council concerning its activities and the work of the preceding year together with its recommendations.

A. 
The Parks and Recreation Commission is an advisory Commission to the City Council. The Commission works in coordination with City staff in matters related to parks, facilities, programs and other associated activities. In this capacity the Commission duties include:
1. 
Engage the community and serve as advocates for the advancement of programs, facilities and services.
2. 
Receive, review, discuss and report on community input concerning parks, recreation activities, and facilities.
3. 
Volunteers at City Park and Recreation programs and events and act as ambassadors of the Parks and Recreation Department.
4. 
Periodically review the Parks and Recreation Master Plan and Individual Park Master Plans and make appropriate recommendations to the City Council.
5. 
Set annual Commission goals and corresponding work plan for presentation to City Council.
6. 
Review and give input into the Parks and Recreation Department's annual budgets and capital improvement plan.
7. 
Recommend and/or give feedback on ordinances necessary for the regulation and governance of Olivette's parks, recreational programs and facilities.
B. 
The City Council may from time to time delegate other certain authority and responsibilities.
