A. There
is hereby established the Planning and Community Design Commission
of the City of Olivette. The Planning and Community Design Commission
shall consist of seven (7) members who shall be appointed by the Mayor
and approved by the City Council. Each member so appointed shall be
a resident of the City. At least four (4) members of the Commission
shall have extensive experience in and/or be licensed to practice
in the fields of architecture, landscape architecture, engineering,
urban planning, construction management, real estate development or
other fields related thereto. All members shall serve without compensation.
B. The
term of each member of the Planning and Community Design Commission
shall be four (4) years. Terms shall be staggered over four (4) years
and shall expire as of June thirtieth (30th) of the year of expiration.
Appointments to fill vacancies shall be for the unexpired portion
of a term only.

The Planning and Community Design Commission shall elect from
among its own members a Chair, a Vice Chair and a Secretary who shall
each serve for a one (1) year term and may be re-elected. The Planning
and Community Design Commission may adopt from time to time such regulations
and rules of procedures as may be necessary to carry out the duties
prescribed in this Article.

The Planning and Community Design Commission shall perform all
duties of a Zoning or Planning Commission prescribed under Missouri
law and shall additionally perform such duties as are prescribed under
the City Zoning Ordinance, Subdivision Ordinance, Community Design
Regulations and the Municipal Code. The Planning and Community Design
Commission may make recommendations with regard to planning and zoning
matters and may additionally make studies or recommendations with
regard to the future development of the City.
