No license or permit provided for or required under any ordinance
of the City of Olivette shall hereafter be issued by the Collector,
City Clerk or any department of the City Government to any person,
firm, association or corporation until all personal taxes, merchants'
and manufacturers' taxes or other license fees, permit fees and inspection
fees or any other financial obligations which are due and owing to
the City shall have first been paid by the applicant.

In case the receipts for such taxes, fees or permits shall have
been lost or destroyed and are unable to be produced by such applicant,
then it shall be the duty of the City Collector, City Clerk or other
department head to certify to the department to whom application for
license is made that the applicant's taxes, license or permit fees
or other obligation have been paid and are not delinquent at the time
in question.

Any person, firm, association or corporation desiring to obtain any license or any permit provided for or required under any ordinance of the City of Olivette shall first pay all personal taxes, merchants' and manufacturers' taxes, license fees, permit fees, inspection fees or other financial obligation as are then delinquent and exhibit said receipts or certificates as provided in Sections
145.060 and
145.070 hereof before any such person, firm, association or corporation shall be entitled to the license or permit.

Any person, firm or corporation shall pay a fee of twenty-five
dollars ($25.00) in the event that the check of such person, firm
or corporation in payment of any taxes, fees or charges to the City
of Olivette is dishonored.
