The regular elections of the City shall be conducted in accordance with the provisions of the Revised Statutes of Missouri and the regulations of the Board of Election Commissioners of the County and should there be any conflict between any provision of this Chapter and any provision of such Statutes or regulations, the provision of such Statutes or regulations shall take precedence and shall govern.

A. 
The City shall, before the sixteenth (16th) Tuesday prior to any election at which offices are to be filled, notify the general public by publication in some newspaper distributed in the City, a notice of the opening filing date, the office or offices to be filled, the proper place for filing and the closing filing date of the election.
B. 
The City Clerk shall cause to be published notices of the times and places of the holding of each regular election by advertisement in some newspaper distributed in the City twice, the first (1st) publication occurring in the second (2nd) week prior to the election and the second (2nd) publication occurring within one (1) week prior to the election.

The Mayor and Council members shall be elected for a term of four (4) years or until their successors are elected and qualified. The terms of the two (2) Council members representing each district shall be staggered. There shall be no limit to the number of terms a person may serve as Mayor or Council member; provided however, that no person shall be eligible to be elected to more than two (2) consecutive terms as either Mayor or as a Council member.

Any vacancy in the Council, whether the Mayor or another Council member, shall be filled by the Council by a majority vote of all its remaining members for a period running to the next regularly scheduled Council election unless such period exceeds one (1) year. In the latter case, the Council shall make arrangements for a special election to fill such vacancy for the remainder of the unexpired term. At a regular election any official may be elected who would not ordinarily be elected in such year if by death, resignation, removal from the City or other cause there exists a vacancy in any office to be filled by such election. Such a person may also be elected if the interim appointment of any person filling a vacancy in office by appointment shall terminate so that a successor need be elected to fill the unexpired portion of the term of office of the original holder of such office. If two (2) Council members are to be elected from any district at a regular election where only one (1) Council member normally would be elected, there shall be placed on the ballot two (2) separate offices for election: One (1) office for the unexpired term and one (1) office for the full three (3) year term which would appear regardless of any vacancy referred to above. No person shall be allowed to file his/her candidacy for more than one (1) of the offices of Council member referred to above.

A. 
All persons desiring to become candidates for any of the municipal offices of the City shall file in person a written application specifying the office sought. Such application shall be filed with the City Clerk, or in the absence of the City Clerk, the City Manager, at the City Hall no earlier than 8:00 A.M. on the sixteenth (16th) Tuesday prior to the date of the election and no later than 5:00 P.M. on the tenth (10th) Tuesday prior to the date of the election. When any candidate shall file, the City Clerk or City Manager shall accurately note the date, hour and minutes of such filing.
B. 
The place of filing shall only be applicable on the sixteenth (16th) Tuesday prior to the date of the election. Thereafter, the filing of applications need not be at City Hall. When any candidate shall file, the City Clerk or City Manager shall accurately note the date, hour and minute of such filing.
C. 
In the event there is more than one (1) candidate for a municipal office, the City Clerk or City Manager shall receive such application in the order in which the candidates present themselves. In that event, a line shall be established outside the main doors of City Hall and a candidate's position in said line shall establish the order for filing for such municipal office on the sixteenth (16th) Tuesday prior to the date of election. It shall be a violation of this Chapter for a person to use access to City Hall which is not available to the public at large to secure an earlier filing time or position.

The City is hereby divided into three (3) districts to be known and designated, respectively, as the First District, Second District and Third District.

The First District of the City of Ellisville shall include all of the territory within the City described as follows:
Beginning at the common intersection of the southerly prolongation of the centerline of Clarkson Road and its intersection with the centerline of Manchester Road; thence eastwardly along the centerline of Manchester Road to the intersection of the northwardly prolongated east line of Best Subdivision; thence southwardly along said east line to the intersection of the northeast corner of Oak Hill Trails Subdivision; thence continuing southwardly along said east line of said subdivision to the southeast corner of said Oak Hill Trails; thence westwardly along the south line of said Oak Hill Trials Subdivision to its intersection with the generally northeastwardly prolongated west line of 34 Klamberg Lane; thence southwardly by various distances and directions along the west, south and north lines, generally, of all properties having a postal address on the west side of Klamberg Lane to the northwest corner of Lot 1 of the Arbors at Bluebird Park Subdivision; thence with the north, west, south and east lines of said subdivision to the south line of Lisa Subdivision; thence with the south line of Lisa Subdivision and its prolongation easterly to the centerline of Reinke Road; thence south along the centerline of Reinke Road to the westerly prolongation of the north line of Waterford Subdivision; thence with the north, east and south lines of Waterford Subdivision to the intersection of said centerline of Reinke Road; thence with the common lines between the City of Ellisville and the City of Ballwin, Missouri the following: continue south and east with the centerline of Reinke Road to the intersection with the south prolongation of the east line of Pinewood Subdivision; thence north with the east line of Pinewood Subdivision and its prolongation to the northwest corner of R-6 School District parcel at 235 New Ballwin Road; thence with the north line of R-6 School District parcel to the southeast corner of New Ballwin Estates Plat 2 subdivision; thence northerly with the east line of New Ballwin Estates Plat 2 subdivision and its prolongation northwardly to the south line of Manchester Road; thence westerly with the continued common line between the City of Ellisville and the City of Ballwin, Missouri, generally with the south line of Manchester Road, to the intersection of the southern prolongation of the centerline of Reinke Road; thence north with the centerline of Reinke Road to the centerline of Manchester Road; thence west with the centerline of Manchester to the prolongation of the east line of Dexter Downs Subdivision; thence north with the east line of Dexter Downs Subdivision and the east line of Flesher Estates Subdivision to the south line of Cherry Hill West Plat 2 subdivision; thence east to the southeast corner of Cherry Hill West Plat 2 subdivision; thence northerly with the east line of Cherry Hill West Plat 2 subdivision and its prolongation to the south line of Clayton Road; thence westerly, generally with the south line of Clayton Road to the southerly prolongation of the east line of Fountain Plaza Subdivision and being the west line of Coppersmith Place Subdivision; thence with the east line of said Fountain Plaza Subdivision to the northeast corner thereof and being the northwest corner of said Coppersmith Subdivision; thence departing the common line of the City of Ellisville and the City of Ballwin, Missouri, with the common line between the City of Ellisville and the City of Clarkson Valley, Missouri, with the north line of Fountain Plaza Subdivision and its prolongation west to the centerline of Clarkson Road; thence south with the centerline of Clarkson Road to the intersection with the centerline of Manchester Road and the point of beginning.

The Second District of the City of Ellisville shall include all of the territory within the City described as follows:
Beginning at the intersection of the centerline of Manchester Road and south prolongated centerline of Clarkson Road; thence eastwardly along the centerline of Manchester Road to the intersection of the northwardly prolongated east line of Best Subdivision; thence southwardly along said east line to the intersection of the northeast corner of Oak Hill Trails Subdivision; thence continuing southwardly along said east line of said subdivision to the southeast corner of said subdivision; thence westwardly along the south line of said subdivision to its intersection with the generally northeastwardly prolongated west line of 34 Klamberg Lane; thence southwardly by various distances and directions along the west, south and east lines, generally, of all properties having a postal address on the west side of Klamberg Lane to the intersection of the corporate limits of the City of Ellisville; thence generally southwardly, westwardly and northwardly along the varying common corporate limits of the City of Ellisville and the cities of the City of Ballwin and the City of Wildwood, and the County of St. Louis to its intersection of the southwardly prolongation of the west line Lot 2 of Krupp Subdivision also the common corporate limits of the City of Ellisville and the City of Wildwood; thence northwardly along the prolongation of Lot 2 of Krupp Subdivision to its intersection with the centerline of Old State Road; thence northeastwardly and northwardly and continuing northwardly with its prolongation to its intersection with the centerline of Manchester Road; thence eastwardly along said centerline to the point of beginning.

The Third District of the City of Ellisville shall include all of the territory within the City described as follows;
Beginning at the intersection of the centerline of Manchester Road and south prolongated centerline of Clarkson Road; thence westwardly along the centerline of Manchester Road to its intersection with the northwardly prolongation of the centerline of Old State Road; thence southwardly and southwestwardly along said centerline to its intersection of the common corporate limits of the City of Ellisville and the City of Wildwood; thence generally northwardly, westwardly and eastwardly along the varying common corporate limits of the City of Ellisville and the cities of the City of Wildwood and the City of Clarkson Valley to the southeast corner of a conveyance for right-of-way to St. Louis County, Missouri, as recorded in deed book 7998, page 1672 of the St. Louis County, Missouri records, also being the common corporate limits of the City of Ellisville and the City of Clarkson Valley; thence continuing along the eastwardly prolongation of the south line of said conveyance to its intersection of the centerline of Clarkson Road; thence southwardly along the centerline of Clarkson Road to the point of beginning.
