In accordance with Section 320.070, Special Enforcement Area, of this Code of Ordinances, a "special enforcement area" is any public or private roadway or street where the speed limit has been established at thirty (30) miles per hour or less and/or any roadway or street posted as a special enforcement zone. In order to determine the appropriate fine, any person found guilty of a moving motor vehicle violation in a special enforcement area within the City limits of the City of Ellisville shall be fined at the rate of double the standard fine for such moving motor vehicle violation.
