A. There
is hereby created the office of Chief of Police for the City.
B. The City
Manager shall appoint a qualified person to the office of the Chief
of Police of the City for a term of one (1) year.

A. The Chief
of Police shall have the power, at all times, to make or order an
arrest with proper process for any offense against the laws of the
City or the State and to keep the offender in the City prison or other
proper place to prevent his/her escape until a trial can be had before
the proper officer, unless such offender shall give a good and sufficient
bond for his/her appearance for trial.
B. The Chief
of Police shall also have power to make arrests without process in
all cases in which any offense against the laws of the City or the
State shall be committed in his/her presence. He/she shall have power
to serve and execute all warrants, subpoenas, writs or other process
and to make arrests in the same manner as the Marshal in Cities of
the Fourth Class as provided by State law. The Chief of Police shall
be the conservator of the peace and shall be active and vigilant in
the preservation of good order within the City.

The Chief of Police shall be the head of the Police force of
the City. He/she shall have general supervision and control of the
Police, including enforcement of discipline among the members thereof
and the instruction of the members in their duties.

A. The Chief
of Police for the City may assign for temporary duty as members of
the Police force of the City members of the Police reserve unit who
have completed a law enforcement training program pursuant to State
Statute or who have successfully completed a law and order training
program for the Police reserve unit. Each individual member of the
Police reserve unit shall be recommended in writing by the officer
in charge of the Police reserve unit before he/she is assigned to
duty.
B. Such
temporary special Police Officer shall register with the Chief of
Police for the City by signing his/her name to a log book specifically
provided for such purpose and affixing the time that such temporary
special Police Officer is to go on duty and come off duty.
C. Such
temporary special Police Officer shall have the powers and authority
of members of the Police force of the City during the time set out
in the log book.
The City shall provide each Police Officer a badge, handgun
and ammunition, handcuffs, identification card, duty leather, two
(2) sets of uniforms both summer and winter, and any other appropriate
equipment or clothing necessary and in current use by the Police Department.
The items listed are not all inclusive and may change over the course
of time. Any equipment/clothing/ property issued to a Police Officer
is considered property of the City of Ellisville, and will be returned
by any Officer leaving the employment of the City of Ellisville. Any
deviation from this policy will be subject to the approval of the
Chief of Police, i.e., presenting a badge to any Officer upon retirement.

The Chief of Police and the members of the Police force of the
City shall, before entering upon the discharge of their duties, be
included under the City's public employee blanket bond. Said employee
blanket bond shall be with a responsible surety company and in an
amount not less than one hundred thousand dollars ($100,000.00).
