A. Created. There is hereby created in the City an advisory
Park Board to include one (1) Council representative to be nominated
annually by the Mayor from the members of the Council and three (3)
Ellisville residents from each district nominated by their respective
Council members with the approval of the Council. Citizen members
shall serve a three (3) year term.
B. Meetings. All meetings shall be held in compliance with
Title 39, Chapter 610, RSMo. The Park Board shall hold a minimum of
four (4) regular meetings per year. Additional meetings may be scheduled
at any time provided that there is at least twenty-four (24) hours'
notice provided to the public, all members of the Park Board, including
the Director of Parks and Recreation and Council representative. Five
(5) members present at a meeting shall constitute a quorum.
C. Officers. The Chair shall be the Presiding Officer at all
regular meetings of the Park Board and shall have a voice and vote
the same as all other Park Board members. The Vice Chair shall serve
in the absence of the Chair. The Chair and Vice Chair shall be elected
in May by the Park Board to serve a one (1) year term beginning in
June. Neither shall serve in the same position for more than two (2)
consecutive terms.
D. Attendance. Park Board members absent from two (2) regular
meetings in one (1) year shall be subject to replacement at the recommendation
of the Park Board to the City Council.
F. Vacancies. Vacancies on the Park Board shall be reported
to the City Council and shall be filled in like manner as the original
appointments to maintain the equal representation of the districts.
The new appointee shall serve the unexpired term.
G. Director Of Parks And Recreation. The Director of Parks
and Recreation shall be an ex officio member of the Park Board acting
in an advisory and consulting relationship and shall be entitled and
required to attend all Park Board meetings. The Director of Parks
and Recreation shall have custody of all the books, records and papers
of the Park Board. If the Director is unable to attend a Board meeting,
the meeting shall be attended by the Recreation Supervisor.
H. Secretary. The Park Board shall be provided with a Secretary
by the City Manager who is not a voting member of the Board. It shall
be the duty of the Secretary to take minutes of the proceedings of
the Board. A set of minutes of the Park Board meetings shall be provided
to the City Council on a regular basis.
I. Committees. The Park Board is empowered to form committees.
Individual Park Board members will be selected to Chair each committee
for designated approved projects. All meetings shall be held in compliance
with Title 39, Chapter 610, RSMo. Meetings may be scheduled at any
time provided that there is at least twenty-four (24) hours' notice
provided to the public and all members of the committee.

A. The
Park Board may provide advice and recommendations to the City Council
on policy matters relating to the parks and park programs. "Policy matters" shall be defined to include recreational
equipment and facilities, planning, recreation programs, public relations
activities and park and recreation regulations.
B. The
Park Board may also:
1. Identify park and recreation attitudes of residents and organizations
in the community;
2. Inform the residents about the activities of the Park and Recreation
Department;
3. Advise on basic policies that guide the department such as fees,
charges, grounds and facility usage and programs;
4. Recommend new programs for inclusion into Park and Recreation Department
offerings;
5. Submit all recommendations, advice or suggestions in writing to the
City Council;
6. Form committees and enlist volunteers to implement programs and events
approved by the City Council;
7. The Park Board may also recommend and conduct fund-raising activities
with approval of the Council.
a. Any fund-raising activity which requires fiscal appropriations must
first be submitted, in writing, to the City Manager for consideration
with regard to fund availability and impact on other City services
prior to approval by the Council.
b. The Park Board shall transfer all money as it is collected to the
City Manager for deposit in a designated account. The account shall
in all respects be controlled by the City and be administered in conformity
with the City's accounting system. The account and all documents generated
thereto shall at all times be available for inspection by the City
Manager or designee.
c. At the end of the fund-raising activity, the Park Board will give
a full accounting of all expenses and profits.
d. Unless approved by City Council, no Ellisville business will be solicited
for money.
