A. Every
person driving a vehicle in a parking lot shall drive the same in
a careful and prudent manner and shall exercise ordinary care in the
operation thereof.
B. Vehicles
shall not be driven at a rate of speed greater than fifteen (15) miles
per hour and at such lesser speed when required so as not to endanger
the property of another or the life or limb of any person, taking
into consideration the amount of vehicular and pedestrian traffic,
the visibility conditions and the condition of the pavement.
C. All
regulations of this Chapter applicable to motor vehicles on streets
and highways with respect to signaling, lights, backing, turning,
sounding of horns and equipment shall apply to vehicles being operated
in parking lots.

A. Any
person operating a motor vehicle departing from a parking lot shall
bring the vehicle to a full and complete stop before entering any
street. Signs requiring vehicles to stop at such locations shall be
erected in accord with the provisions of this Code.
B. The
City Traffic Engineer is authorized to erect stop signs at all exits
from parking lots at the entrance to any street and at such other
locations within the parking lot to regulate traffic and/or to guide
or warn traffic or may authorize such signs to be erected by the owner
of the property and such signs or devices whether erected by the City
or by the owner shall constitute notice of the provisions of this
Section.

A. The
performance of car maintenance/car repair is prohibited on all parking
lots other than on those of facilities specifically established and
licensed for same. Car maintenance/car repair shall include, but not
be limited to, the draining, changing or adding of oil or any other
fluid, the changing of spark plugs or batteries, etc.
B. It is the responsibility of the business owner and/or the person in charge of the premises to ensure that patrons comply with the above Subsection
(A) by posting notices to inform the public and by monitoring the parking lot for compliance.
C. In the event of any violation of the terms and provisions of this Section, the patron and, pursuant to Section
210.008(A), the business owner and/or the person in charge of the premises shall be punishable by imposition of a fine of not less than fifty dollars ($50.00).
