The location and width of all streets within the planning area shall conform to the official City plans and provisions in this Division.

The minimum right-of-way width of a street shall be as shown on the official plans and if not shown on such plans, shall be not less than the following, unless otherwise approved by the City Council:

A. 
Subdivisions that adjoin existing streets shall dedicate additional rights-of-way if necessary to meet the minimum street width requirements set forth in this Division, as follows:
1. 
The entire additional right-of-way shall be provided where the subdivision is on both sides of the existing street;
2. 
When the subdivision is located on only one (1) side of the existing street, one-half (1/2) of the required additional right-of-way shall be provided. In no case shall the resulting right-of-way width be less than fifty (50) feet.

When a subdivision or portion thereof adjoins a primary or major thoroughfare, no lot shall have direct access thereto. Such lots shall be provided with a frontage on a marginal access street or street other than a thoroughfare with adequate depth for screen planting of the portion of any such lot contiguous with the primary or major thoroughfare.

Grades on primary, major and collector streets shall not exceed six percent (6%). Grades on other streets or alleys shall not exceed ten percent (10%). Grades on any street in the Ellisville Business Park as defined by Chapter 400 (Zoning) shall not exceed nine percent (9%).

Where a deflection angle of more than ten degrees (10°) in the alignment of a street occurs, a curve of reasonably long radius shall be introduced; on streets sixty (60) or more feet in width, the center-line radius of curvature shall be not less than three hundred (300) feet; on other streets, not less than eighty (80) feet.

All changes in street or road grades shall be connected by vertical curves having a radius that meets the standards of performance recommended for such situations by registered professional civil engineers. If topographic conditions warrant additional information, in their opinion, members of the Planning Commission may require center-line profiles to be drawn of all streets showing natural and finished grades at a scale of at least one (1) inch equals one hundred (100) feet horizontal and one (1) inch equals twenty (20) feet vertical.

Street intersections shall be as nearly at right angles as is possible, and no intersection shall be at any angle of less than seventy degrees (70°).

Street jogs with center-line offsets of less than one hundred twenty-five (125) feet shall not be allowed.

A. 
The length of minor residential streets that are also dead-end streets shall be as determined by the Planning and Zoning Commission to be suitable for the intended use. They shall be provided at the closed end with a turnaround having a minimum right-of-way diameter of one hundred (100) feet with a minimum paving diameter of eighty (80) feet.
B. 
Provisions shall be made for the proper projection of streets into adjoining unsubdivided land. Where it is necessary to provide for street access to adjoining property not yet subdivided, proposed streets shall be extended by dedication to the boundary of such unsubdivided property. Such temporary dead-end streets shall be provided with a temporary turnaround having a roadway diameter of at least eighty (80) feet wherever lots face upon such a street.

A proposed street which is in alignment with and joins an existing and named street shall bear the name of the existing street. In no case shall the proposed name of a street duplicate the name of an existing street within the area covered by this Division. The use of the suffix "street," "avenue," "boulevard," "driveway," "place" or "court" or similar description shall not be a distinction sufficient to constitute compliance with this Section.

Alleys or other off-street loading spaces shall be provided to the rear or side of all lots to be used for commercial or industrial uses.

A. 
Rigid Pavement.
1. 
Provide an inspected and certified subgrade for the pavement profile.
2. 
Provide an approved woven geotextile fabric on the prepared base that extends a minimum of one (1) foot beyond the concrete pavement edge and wrapped around the bottom layer of rock specified in Subsection (A)(3) and back under the concrete pavement a minimum of one (1) foot.
3. 
Provide four (4) inches of one (1) inch clean washed rock (MSD-1) extending one (1) foot outside the concrete pavement edge and wrapped by the prepared woven geotextile fabric as specified in Subsection (A)(2). This layer of rock shall be integral to all underdrains.
4. 
Provide an approved non-woven geotextile fabric on top of and to the limits of the clean rock as specified in Subsection (A)(3) and wrapped around the top layer of aggregate specified in Subsection (A)(5) and back under the concrete pavement a minimum of one (1) foot.
5. 
Provide three (3) inches of one (1) inch minus aggregate (Type-5) extending to the limits of the rock specified in Subsection (A)(3) and wrapped by the prepared non-woven geotextile fabric as specified in Subsection (A)(4).
6. 
Provide seven (7) inches of PCC pavement St. Louis County Class B-1 (4,000 psi) concrete on the specified base. Pavement shall include continuous St. Louis County Type B longitudinal joints with epoxy coated bars.
7. 
Provide St. Louis County Type A or Type AA expansion joints as determined by the City for type and location.
8. 
Note, rigid pavements intersecting the rigid street pavements shall have a one and three quarter (1 3/4) inch thick HDPE full depth and width expansion joint as a minimum separation.
B. 
Flexible Pavement.
1. 
Provide an inspected and certified subgrade for the pavement profile.
2. 
Provide an approved woven geotextile fabric on the prepared base that extends a minimum of one (1) foot beyond the back of the concrete curb and gutter edge and wrapped around the bottom layer of rock specified in Subsection (B)(3) and back under the concrete curb and gutter a minimum of one (1) foot.
3. 
Provide four (4) inches of one (1) inch clean washed rock (MSD-1) extending one (1) foot outside the concrete curb and gutter edge and wrapped by the prepared woven geotextile fabric as specified in Subsection (B)(2). This layer of rock shall be integral to all underdrains.
4. 
Provide an approved non-woven geotextile fabric on top of and to the limits of the clean rock as specified in Subsection (B)(3) and wrapped around the top layer of aggregate specified in Subsection (B)(5) and back under the concrete curb and gutter a minimum of one (1) foot.
5. 
Provide three (3) inches of one (1) inch minus aggregate (Type-5) extending to the limits of rock specified in Subsection (B)(3) and wrapped by the prepared non-woven geotextile fabric as specified in Subsection (B)(4).
6. 
Provide a non-reinforced PCC gutter profile nine (9) inches thick plus a curb twelve (12) inches thick at the back of curb by twenty-four (24) inches wide with St. Louis County Class B-1 (4,000 psi) concrete. Provide one half (1/2) inch thick HDPE full depth and width expansion joint for every two hundred (200) running feet of curb and gutter.
7. 
Provide two equal lifts totaling eight (8) inches of bituminous concrete base pavement (St. Louis County Type X) on the specified base.
8. 
Provide an emulsified asphalt tack coat (St. Louis County SS-1H) on Subsection (B)(7) base pavement prior to placing the Subsection (B)(8) wearing surface.
9. 
Provide one (1) inch of bituminous concrete wearing surface (MoDOT Type BP-1). Note the wearing surface shall not be placed until all construction within the development is substantially complete.
C. 
Specifications.
1. 
All design and construction of streets shall comply with the latest St. Louis County Department of Highways and Traffic requirements excepting therefrom requirements set forth by the City in print.

An underdrain shall be provided at all street inlets extending transversely across the full width of the pavement, per City specifications.

There shall be no private streets platted in any subdivision. There shall be no reserve strips controlling access to streets, except where the control of such strips is definitely placed with the City under conditions approved by the Council. Provisions of this Section do not apply to properties with private streets annexed by the City after the effective date of this Division.
