Except where alleys are provided for the purpose, utility easements not less than ten (10) feet in width shall be provided along rear or side lot lines for use in erecting, constructing and maintaining poles, wires, conduits, storm sewers, sanitary sewers, surface drainage, water mains, electrical lines and other public utilities reasonably required for an urban structure. Such easements shall be placed along rear lot lines whenever possible. No building shall be erected on said easements.

Where a subdivision is traversed by a watercourse, drainageway, channel or stream, there shall be provided a stormwater easement for drainage right-of-way conforming substantially to the lines of such watercourse and such further width or construction, or both, as will be adequate for the purpose. Parallel streets or parkways may be required in connection therewith.
