[HISTORY: Adopted by the Village Board of the Village of Mount Horeb. Amendments noted where applicable.]
(1) 
Regular meetings. Regular meetings of the Village Board are usually held on the first Wednesday of each month at 7:00 p.m. Unless otherwise noticed, all meetings of the Board are held in the Municipal Building.

(2) 
Special meetings. Special meetings of the Village Board may be called by any two Trustees, in writing, filed with the Clerk at least 24 hours prior to the time specified for such meeting, according to the rules of the Open Meetings Law, § 19.81 et seq., Wis. Stats. The Clerk shall immediately notify each Trustee of the time and purpose of the meeting.

(3) 
Open Meetings Law. All meetings of the Village Board, committees, boards and commissions shall be open to the public and preceded by public notice as provided in § 19.84, Wis. Stats.[1]

The business of the Board shall be conducted in the following order:
(1) 
Call to order by presiding officer.
(2) 
Roll call. If a quorum is not present, the meeting will adjourn, or adjourn to a specific date.
(3) 
Approve minutes of previous Board meetings and make corrections if necessary.
(4) 
New business, including the introduction of ordinances and resolutions.
(5) 
Reports of committees.
(6) 
Reports of Village officers.
In the absence of the Clerk, the Deputy Clerk shall act as Clerk pro tem.
(1) 
Village President to be presiding officer. The Village President shall call the meeting to order. He shall preserve order and decorum, decide all questions of order and conduct the proceedings of the meeting in accordance with the parliamentary rules contained in Robert's Rules of Order, current edition, unless otherwise provided by statute or these rules. Any member shall have the right of appeal from a decision of the President. No appeal is debatable, and the appeal may be sustained by a majority of the members present, exclusive of the President.
(2) 
In absence of President. If the President is absent at the designated time for any meeting, the senior Trustee present, based on date or original election as Trustee, shall call the meeting to order and preside until the Board shall by motion select an acting President for that meeting.

(3) 
Presiding officer may vacate chair. Whenever the presiding officer shall desire to speak upon any question or make any motion, he shall vacate the chair and designate a Trustee to preside temporarily.

Except as otherwise provided by law, the Village Board shall have the management and control of village property, finances, highways, streets, navigable waters, and public service. The Board shall have the power to act for the government and good order of the Village, including its commercial benefit and the health, safety, welfare and convenience of the public. The Board may carry its powers into effect by license, regulation, suppression, borrowing, taxation, special assessment, appropriation, fine, imprisonment, and other necessary or convenient means. The powers conferred shall be in addition to all other grants and are limited only by express language.

No ordinance or resolution shall be considered by the Board unless presented in writing.
The deliberations of the Village Board shall be conducted in the following manner:
(1) 
No Trustee shall address the Board until he has been recognized by the presiding officer. He shall address himself to the President and confine his remarks to the question under discussion.

(2) 
When two or more members simultaneously seek recognition, the presiding officer shall name the member who is to speak first.
(3) 
No person other than a member shall address the Board, unless recognized by the President.
(4) 
No motion shall be discussed or acted upon unless and until it has been seconded, unless the rules permit one Trustee to initiate action. No motion shall be withdrawn without the consent of the person making the same and the person seconding it.
(5) 
Any member desiring to terminate debate on a matter already motioned and seconded may call for a vote, in which event the President shall call for a vote on the matter. If a majority of the members present vote in the affirmative, the main question shall be taken without further debate, its effect being to put an end to all debate and bring the Board to a direct vote, first upon any pending amendments and then upon the main question.

(6) 
Any Trustee may demand an aye and nay vote on any matter, and such vote shall be entered in the proceedings. Every member shall vote when a question is put, unless a member has a conflict of interest and, on the record, abstains from voting. The number of votes needed for passage or approval shall be as required by the Wisconsin Statutes.

(7) 
A motion to adjourn shall always be in order and a motion to adjourn, to lay on the table and a call for the previous question shall be decided without debate.
It shall be in order for any member voting in the majority to move for a reconsideration of the vote on any question at that meeting. Reconsideration of the question shall be brought at the succeeding regular meeting. A motion to reconsider being put and lost shall not be renewed. A Trustee may not change his vote on any question after the result has been announced.
These rules or any part thereof may be temporarily suspended in connection with any matter under consideration by a recorded vote of 2/3 of the members present.
