(1) 
Purpose. The establishment of the Park, Recreation and Forestry Commission shall be for the purpose of acquiring, governing, managing, controlling, improving, and caring for all public parks, parkways, conservancy areas, urban forest, and recreation programs in the Village. The powers and functions of the Commission shall be set forth by the Village Board.
(2) 
Composition. See § 1.27 of this Municipal Code.
(3) 
Appointment and term. See § 1.27 of this Municipal Code.
(4) 
Duties and responsibilities. The Commission shall have the following duties and responsibilities, which are advisory, except as otherwise provided:
(a) 
To review and recommend to the Village Board policies, rules and regulations necessary for the effective management of Village parks, recreation and forestry facilities and programs.
(b) 
To review and recommend to the Finance and Personnel Committee all budgetary, revenue, and expenditure proposals relating to parks, recreation and forestry facilities and programs. The Commission shall submit a budget for the ensuing calendar year to the Village Board. The Commission shall not contract any liability in excess of the budget appropriated unless specifically authorized by the Village Board.
(c) 
To perform duties and responsibilities, as directed by the Village Board.
(5) 
Meetings. The Commission shall meet monthly or as directed by the Chairperson.
The following regulations are enacted to protect the parks, parkways, recreational facilities, conservancy areas, and the urban forest within the Village from injury, damage, or desecration. "Park" shall include all grounds, structures, and watercourses located within any area dedicated to public use as a park, parkway, recreation facility, or conservancy district in the Village.
(1) 
Park hours.
(a) 
All parks and activities open at 7:00 a.m. and close by 10:00 p.m., Sundays through Thursdays, and 11:00 p.m. Fridays and Saturday.

(b) 
Neighborhood parks. Neighborhood parks that contain no artificial light shall be open from 7:00 a.m. until dusk.
(c) 
Skate park. The skate park, located at 119 Telemark Parkway, shall be open from 8:00 a.m. until dusk or 8:00 p.m., whichever is earlier.
(d) 
Grandma Foster Park. Grandma Foster Park shall close each day at dusk.

(e) 
Exceptions. No person shall enter or remain in any park at any other time, unless specific written authority is first obtained from the Park, Recreation and Forestry Commission.

(2) 
Alcoholic beverages.
(a) 
Generally. No person shall drink or have in his possession any fermented malt beverage or intoxicating liquor in any Village park after 10:00 p.m., Sundays through Thursdays, and 11:00 p.m., Fridays and Saturdays, unless there is written prior approval of the Park, Recreation and Forestry Commission.
(b) 
Grandma Foster Park. No person shall drink or have in his possession any fermented malt beverage or intoxicating liquor in Grandma Foster Park at any time, unless there is written prior approval of the Park, Recreation and Forestry Commission.
(c) 
Boeck's Park swimming pool. No person shall drink or have in his possession any fermented malt beverage or intoxicating liquor within the fenced swimming pool area of Boeck's Park at any time.

(3) 
Smoking Prohibited. No person will use any tobacco product, nicotine product, or cigarette within the fenced swimming pool area of Boeck's Park.

(4) 
Sound devices. No person shall operate or play any amplifying system without Village Board approval of a public amusements and shows application.
(5) 
Pets.
(a) 
No person shall permit any dog, cat or other pet owned by him or under his control to deposit fecal matter in any park or parkway unless it is immediately removed. No person shall dispose of fecal matter on public parks or parkways.
(b) 
No person shall permit any dog, cat or other pet owned or under his control to run at large in any park or parkway.

(6) 
Bill posting. No person shall post, paste, fasten, paint, or attach any placard, bill, notice, sign, or advertising matter on any structure, tree, or other natural object in any park, except park regulations and other signs authorized by the Park, Recreation, and Forestry Commission.
(7) 
Throwing stones and missiles. No person shall throw stones or missiles within or into any public parkland.
(8) 
Firearms, fireworks and bows. No person shall carry, shoot, fire or discharge any gun, rocket or bow, within or into any park. "Gun" will include any device which will propel projectiles. Fireworks permitted only if written authority is obtained from the Village President or designee a fireworks permit application.

(9) 
Golf; hardball. No person shall strike a golf ball or bat a hard ball in any park, except:
(a) 
Pursuant to Village-sponsored activities under the direction of the Village Recreation Department.
(b) 
In areas specifically designated for such activities.
(10) 
Moving of park equipment. No person shall remove benches, seats, tables or other park equipment from any park without prior approval of the Public Services Director.

(11) 
Camping. No camping is permitted in any park, except where written prior approval of the Park, Recreation, and Forestry Commission is first obtained.
(12) 
Making of fires. No person shall start, tend, or maintain a fire, except in personal grills or designated fireplaces. Personal grills shall be used only in designated picnic areas. The use of personal grills is permitted, provided lawns and vegetation are not endangered. Unburned fuel and ashes must be disposed of in such a manner as to prevent fire or damage to any park property.
(13) 
Interference with permittee. No person shall harass, disturb, or interfere with persons holding written permits granted by the Village for the use of parks, shelter areas, or park facilities.
(14) 
Motor vehicles. Motor vehicles shall not be allowed in any park except on specified roadways and parking areas without written permission from the Village. "Motor vehicle" shall include any power-driven vehicles, such as motorcycles, minibikes, snowmobiles, automobiles, etc.
(15) 
Speed limit. No vehicle shall be driven at more than 15 mph on any park road.
(16) 
Defacing park property. No person shall intentionally break or in any way deface any building, fence, lamp, equipment, facility or any feature of property, including natural objects, within the park.

(17) 
Littering. Paper, rubbish, cans, bottles or refuse of any kind must be deposited in waste receptacles.
(18) 
Glass containers prohibited. No person shall have any glass container within Village parks.
(19) 
Village approval. When written Village approval is required, the proper authority will authorize and advise the Village Clerk, who shall issue the required permit. The permit shall be available for display upon official request.

(20) 
Skateboarding. With the exception of the sidewalk areas listed in § 7.10(3)(a)(1) and (2), all other sidewalks may be used. Erecting jumps or impediments of any kind in or on any Village property, including sidewalks, is prohibited.

In addition to the regulations contained in this chapter, the Park, Recreation and Forestry Commission may post, from time to time, specific rules and regulations. The specific rules and regulations, when posted by the authority of the Park, Recreation and Forestry Commission, shall be incorporated by reference into this chapter.
