(1) 
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
EMERGENCY GOVERNMENT
The preparation for and the carrying out of all emergency functions, other than functions for which the military forces are primarily responsible, to minimize and repair injury and damage resulting from disaster caused by enemy attack, sabotage or other hostile action, or by fire, flood or other natural cause.
(2) 
Emergency Government Director or designee (further described as "Director").

(a) 
General duties and authority. The Director shall be the executive head of and have direct responsibility for administration and operation of the organization, subject to the direction and control of the Village Board and the Village President. The Director shall coordinate all activities for emergency government within the Village and shall communicate and cooperate with emergency government agencies and state and federal governments. The Director shall participate in county and state emergency government activities upon request and have such additional authority, duties and responsibilities as authorized by this section or as required by the Village Board.
(b) 
Emergency government plan. The Director shall prepare a comprehensive general plan for the Village and present the plan to the Village Board for its approval. Upon approval of the plan by resolution, it will be the responsibility of all Village departments and emergency government entities to perform the duties and functions assigned by the plan. The plan may be modified in like manner.
(3) 
Utilization of existing services and facilities. The Director shall utilize the services, equipment, supplies and facilities of existing departments to the maximum extent practicable, and the officers and personnel of all departments are directed to cooperate with the Director.

(4) 
Emergency regulations. Utilization of existing services and facilities. The Director shall utilize the services, equipment, supplies and facilities of existing departments to the maximum extent practicable, and the officers and personnel of all departments are directed to cooperate with the Director.

(5) 
Declaration of emergencies.

(a) 
Upon the declaration of a state of emergency by the Governor, the Village President, or the Director, in his absence, or by the Village Board, the Director shall issue all necessary proclamations pertaining to the state of emergency and shall issue disaster warnings or alerts as required in the emergency government plan.
(b) 
Unless the declaration was issued by the Governor, the emergency government organization shall continue until terminated by the issuing authority, at the direction of the Village Board.

No person shall obstruct, hinder or delay any member of the Emergency Government Organization in the enforcement of any order, rule, regulation or plan issued pursuant to this chapter, or act against any order, rule, regulation or plan issued pursuant to the authority contained in this chapter. The penalty for violation of this chapter shall be a penalty as provided in § 25.04 of this Municipal Code.
