Stopping, standing and parking is prohibited in certain places. No person shall stop, stand or park a vehicle in the following places, except when necessary to avoid conflict with other traffic or in compliance with the directions of any Town police or any police officer authorized to enforce the Vehicle and Traffic Law of the State of New York unless otherwise indicated by traffic control devices:
A. 
Within a roadway when all lanes are normally available for moving traffic. Stopping, standing or parking a motor vehicle for cause of lack of fuel shall constitute a violation under this article of the chapter.
B. 
Fire, handicap, and no-parking zones. Wherever no-parking zones have been established, no driver shall stop, park or stand any vehicle in any part of said zone. No-parking zones are established at the request of the Town of Lewiston Police Chief to the Town Board and approval by the Town Board.
