A. 
Except as may be otherwise directed by the City Council, the Council may create ad-hoc committees to address the parks and recreation needs of this community, which shall be charged with the implementation of the Parks and Recreation Plan of Wildwood. Such ad-hoc committees may be established utilizing the following guidelines:
1. 
No more than two (2) such ad-hoc committees exist at the same time;
2. 
Each committee shall be provided a timeframe to achieve their individual goal, project or outcome;
3. 
Each committee shall be limited in size to between eight (8) and twelve (12) residents;
4. 
Each committee shall have a liaison from the City Council serving among its membership and that member shall be reselected from time to time; and
5. 
Each committee's membership shall be created by the nomination of a resident from each of the applicable wards by their Council Members, with confirmation by a majority of the members of the City Council.
