A. Every owner of a motor vehicle or trailer
which shall be operated or driven upon the highways and roadways of
the City shall display a license or licenses in accordance with Chapter
301, RSMo.
B. It shall be unlawful for any person to
park or drive upon any street or upon any public property any motor
vehicle not bearing or displaying current license plates specifically
issued for such motor vehicle and a current safety inspection certificate
sticker, if applicable. Two (2) license plates as required by law
will be required before the vehicle can be parked or driven on a public
street or public property.

Every owner of a motor vehicle or
trailer which shall be operated or driven upon the highways and roadways
of the City shall annually file by mail or otherwise in the office
of the Director of Revenue of the State an application for registration
on a blank to be furnished by the Director of Revenue for that purpose.
The registration shall be in accordance with Section 301.020, RSMo.

It shall be a violation of this Section
for anyone to operate a motor vehicle upon the highways and roadways
of the City without having in his/her possession a proper license
as provided for in Section 302.020, RSMo.

A. All motor vehicles licensed by the State
shall be required to have the minimum amount of motor vehicle liability
insurance or as required by Chapter 303, RSMo., when operating a vehicle
within the corporate limits of the City. Every vehicle operator shall
maintain in the vehicle the required evidence of the required motor
vehicle liability insurance coverage or other proof of financial responsibility
upon request of a Police Officer.
B. Failure to have the required insurance or other proof of financial responsibility or produce evidence of the same shall result, upon conviction, in a minimum fine and imprisonment as set out in Section
100.140 of this Code.
C. A request by a Police Officer for evidence
of the required insurance or other proof of financial responsibility
pursuant to this Section shall only be made in conjunction with a
lawful stop of a motor vehicle, or in conjunction with a motor vehicle
accident or ordinance violation.
