The territorial boundaries of the City shall be those as are
presently established or as are hereafter established by ordinance,
which ordinances are on file in the office of the City Clerk.

The Seal of the City shall be as on file in the City Clerk's
office. The City Seal shall be safely kept in the office of the City
Clerk. The City has the authority to break, change or alter the Seal
at its discretion at any time.
