No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than ten (10) feet of the width of the roadway for free movement
of vehicular traffic.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

On those City-owned parking lots which have been signed or marked
by the City Traffic Engineer for parking, no person shall park or
stand a vehicle other than within the confines of the designated parking
site as indicated by such signs and markings.

No person other than a City employee shall park, stand or stop
a vehicle on any real property owned by the City of Salem, Missouri,
when signs are posted giving notice that parking is for City employees
only.

No person shall stand or park a commercial vehicle, truck tractor,
trailer or recreational vehicle on a street located in an area zoned
"residential".

The following words, when used in this Article, mean:
COMMERCIAL VEHICLE
Every vehicle designed, maintained or used primarily for
the transportation of people or property.
PARK
The standing of a commercial vehicle, truck tractor, trailer
or recreational vehicle, whether occupied or not, otherwise than for
the purpose of and while actually engaged in loading or unloading
passengers, merchandise or contents.
RECREATIONAL VEHICLE
A vehicular unit mounted on wheels and designed to provide
temporary living quarters for recreational, camping or travel use.
STAND
The halting of a commercial vehicle, truck tractor, trailer
or recreational vehicle, whether occupied or not, otherwise than for
the purpose of and while actually engaged in loading or unloading
passengers, merchandise or contents.
TRAILER
Any vehicle without motive power designed for carrying property
or passengers on its own structure and for being drawn by a self-propelled
vehicle.
TRUCK TRACTOR
A self-propelled motor vehicle designed for drawing or pulling
other vehicles.
VEHICLE
Every device in, upon or by which any person or property
is or may be transported or drawn upon a street, road or highway,
excepting devices moved by human power.

This Article shall be in full force and effect from and after
its passage and approval February 19, 1991.
