To promote orderly development within the City of Salem and
to protect the investment of private property owners, uses which do
not conform to this Chapter as passed by the Board of Aldermen of
the City of Salem on this ninth (9th) day of February, 1987 shall
conform to the following regulations.

A. Any
building or use of a building existing at the time of the enactment
of this Chapter which is not in compliance with all Articles of this
Chapter or future amendments to this Chapter may be continued. However,
any of the following uses of a building or a building not in compliance
with this Chapter shall not be allowed as follows:
1. Shall not be changed to another non-conforming use.
2. Shall not be re-established after discontinuance for twelve (12)
months or more.
3. Shall not be enlarged, increased or moved except in conformity with
this Chapter.
4. Shall not be rebuilt after damage exceeding sixty percent (60%) of
its replacement as determined immediately prior to such damage.
