In order to establish minimum regulations governing the conditions and maintenance of all property, buildings and structures by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure the structures are safe, sanitary and fit for occupation and use, and to provide for the condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such structures, except for portions as are herein modified, added, deleted or amended within this Article, The International Building Code, 2000 Edition, published by the International Code Council, is hereby adopted and shall be incorporated as if fully set forth herein, and shall be hereinafter known as the Building Code of the City of Mound City, Missouri, including the following appendices:

Appendix C — Agricultural Buildings
2. 
Appendix F — Rodent Roofing
3. 
Appendix I — Patio Covers

A. 
Insertions. The International Building Code, 2000 Edition, as adopted as the Building Code of the City of Mound City, Missouri, is hereby subject to the following insertions:
1. 
Section 101.1. The term City of Mound City shall be inserted.
2. 
Whenever a reference is made to "jurisdiction" within the International Building Code, 2000 Edition, it shall be understood to mean the City of Mound City, Missouri.
B. 
Deletions. The International Building Code, 2000 Edition, as adopted as the Building Code of the City of Mound City, Missouri, is hereby subject to the following deletions:

Appendix A — Employee Qualifications;
2. 
Appendix B — Board of Appeals;
3. 
Appendix D — Fire Districts;
4. 
Appendix E — Supplementary Accessibility Requirements;
5. 
Appendix G — Flood Resistant Construction;
6. 
Appendix H — Signs;
7. 
Appendix J — Supplementary Accessibility Requirements for Qualified Historic Buildings and Facilities;
8. 
Section 3406 of Chapter 34 — Historic Buildings.
C. 
Amendments. The International Building Code, 2000 Edition, as adopted as the Building Code of the City of Mound City, Missouri, is hereby subject to the following amendments:
1. 
Fee schedule. Section 108.2: Schedule of Permit Fees and Section 108.3: Building Permit Valuation of the International Building Code, 2000 Edition, are deleted in their entirety, and in lieu thereof the following fee schedule is hereby adopted as the fee schedule for the Building Code of the City of Mound City, Missouri:
Building permit fees are based on construction costs:
Under $50.00 — $5.00;
$51.00 to $500.00 — $10.00;
$501.00 to $1,000.00 — $15.00;
$1,001.00 to $10,000.00 — $20.00;
Above $10,000.00 — $2.00 for each one thousand dollars ($1,000.00) of construction costs.

Work exempt from permit. That portion of Section 105.2: Work Exempt from Permit of the International Building Code, 2000 Edition, which is the subsection related to buildings is deleted in its entirety, and the following building exemptions shall be enacted:
1. 
No permit shall be required for work inside a residence including changes to outside entrance. However, this exemption shall not apply to any work on a commercially-zoned structure or a commercial structure.
2. 
Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
3. 
Temporary motion picture, television, and theater stage sets and scenery.
4. 
Prefabricated swimming pools accessory to a Group R03 occupancy, as applicable in Section 101.2 which are less than twenty-four (24) inches deep, do not exceed five thousand (5,000) gallons and are installed entirely above ground.
5. 
Shade cloth structures constructed for nursery or agricultural purposes and not including service systems.
6. 
Swings and other playground equipment accessory to one (1) and two (2) family dwellings.
7. 
Window awnings supported by an exterior wall of Group R03, as applicable in Section 101.2 and Group U occupancies.
8. 
Movable cases, counters and partitions not over five (5) feet nine (9) inches in height. The balance of the exceptions relative to other work shall be as set forth in Section 105.2 of the International Building Code, 2000 Edition.
3. 
Appeals. Section 112: The Board of Appeals of the International Building Code, 2000 Edition, is deleted in its entirety. Any person aggrieved by a decision or action of the Code Enforcement Officer or other designee of the City of Mound City under the Mound City Building Code may appeal such decision or action to the Board of Code Appeals. Such appeal shall be in accordance with the provisions of the Ordinances of the City of Mound City, all of which are adopted herein by reference as if fully set forth herein.
