A. 
In order to regulate the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems, and to provide for the issuance of permits and the collection of fees therefore, except for such portions as are herein modified, added, deleted or amended within this Article, the International Plumbing Code, 2000 Edition, published by the International Code Council, is hereby adopted and shall be incorporated as if fully set forth herein, and shall be hereafter known as the Plumbing Code of the City of Mound City, Missouri, including:
1. 
Appendix B — Rates of Rainfall for Various Cities;
2. 
Appendix C — Gray Water Recycling Systems;
3. 
Appendix E — Sizing of Water Piping Systems;
4. 
Appendix F — Structural Safety;
5. 
Appendix G — Vacuum Drainage System.
A. 
Insertions. The International Plumbing Code, 2000 Edition, as adopted as the Plumbing Code of the City of Mound City, is hereby subject to the following insertions:
1. 
Section 101.1. The term City of Mound City shall be inserted;
2. 
Wherever a reference is made to "jurisdiction" within the International Plumbing Code, 2000 Edition, it shall be understood to mean the City of Mound City, Missouri;
3. 
Section 904.1. The measurement "12 inches" shall be inserted.
B. 
Deletions. The following portions as set forth in the International Plumbing Code, 2000 Edition shall be deleted in their entirety:
1. 
Section 305.6.1: Sewer Depth;
2. 
Appendix A — Plumbing Permit Fee Schedule;
3. 
Appendix D — Degree Day and Design Temperatures.
C. 
Amendments And Modifications.
1. 
Backflow prevention. Specific reference is made to Ordinance Number 828 (set out in Chapter 705 of the Municipal Code of the City of Mound City) of the City of Mound City dealing with backflow prevention. In the event that any Section should conflict with any provision of the International Plumbing Code, 2000 Edition, the requirements of Ordinance Number 828 shall prevail.
2. 
Water service pipe.
a. 
Table 605.4 — Water Service Pipe of the International Plumbing Code, 2000 Edition, is deleted in its entirety;
b. 
Section 605.4 — Water Service Pipe International Plumbing Code, 2000 Edition, is deleted in its entirety;
c. 
Water Service Pipe — Water service pipe shall be only type K soft drawn copper pipe or Polyvinyl Chloride (PVC) plastic pipe of 1¼% inches and larger, SDR-21 200 psi shall be utilized for any underground installation of water piping. Any installation of water service pipe shall comply with this paragraph and not the standards listed in Table 605.4 of the International Building Code, 2000 Edition;
d. 
Ordinance 838, (set out in Section 700.150 of the Municipal Code of the City of Mound City).
3. 
Building drain and sewers.
a. 
Section 710.1: Maximum Fixture Unit Load of the International Plumbing Code, 2000 Edition, is modified to include the following additional limitation;
b. 
Any building sewer leaving the building shall have a minimum pipe diameter of four (4) inches, unless it contains a grinder pump, which is installed in accordance with all applicable manufacturer's installation instructions.
4. 
Fee schedule. Section 106.6.2: Fee Schedule and Section 106.6.3: Fee Refund of the International Plumbing Code, 2000 Edition, are deleted in their entirety and no fee shall be charged, and in lieu thereof the fees as set forth in Section 500.020 are inclusive of fees for plumbing inspections.
5. 
Appeals. Section 109: Means of Appeal of the International Plumbing Code, 2000 Edition, is deleted in its entirety. Any person aggrieved by a decision or action of the Code Enforcement Officer or other designee of the City of Mound City under the Mound City Building Code may appeal such decision or action to the Board of Code Appeals. Such appeal shall be in accordance with the provisions of the Ordinances of the City of Mound City, all of which are adopted herein by reference as if fully set forth herein.
6. 
Stop work order. Section 108.5 of the International Plumbing Code, 2000 Edition is retained except that any reference to penalty contained therein is deleted and the Section shall be enforced in accordance with any penalty available under civil law, including injunction, and/or the penalty provisions of this Article.
