There is hereby established an Airport Advisory Board for the
City of Sullivan whose members shall be appointed by the Mayor with
the advice and consent of the Board of Aldermen.

A. The
Board shall consist of seven (7) members, of which four (4) shall
be pilots and should be area residents of the City of Sullivan (an
area resident shall be a person who resides within the Missouri counties
of Franklin, Crawford or Washington).
B. All
members shall serve without pay. Any vacancies shall be filled by
the Mayor's appointment with the advice and consent of the Board of
Aldermen. Where such vacancy occurs other than by expiration of term,
the appointment shall be for the remainder of the unexpired term.
C. The
Airport Manager, one (1) member of the Board of Aldermen, all fixed
base operators and specialized aviation service operation (SASO) operators
will serve as non-voting ex-officio members of the Board. The ex-officio
members shall have terms that do not exceed their positional tenure.

The members of the Airport Advisory Board shall hold their respective
office from the first (1st) day of October following their appointment.
All Board members appointed after the initial staggered appointment
of members shall serve for a period of three (3) years.

The Airport Advisory Board shall immediately after appointment,
meet and between themselves elect a Chairman and Vice-Chairman of
the Board. The Chairman shall preside at the meetings of the Board.
In the absence of the Chairman, the Vice-Chairman shall perform duties
of the Chairman.

The Board shall hold regular meetings, not less than one (1)
every two (2) months on a schedule to be established and made public
and other meetings at the call of the Chair. Missing attendance for
any reason for one-half (½) of the scheduled meetings in any
given twelve (12) month period, the member shall automatically vacate
their position on the Board. Three (3) Board members shall constitute
a quorum.

The Board shall adopt rules for the conduct of its meetings,
including the method of calling a meeting in accordance with existing
law.

A. The
duties and responsibilities of the Airport Advisory Board shall include,
but are not limited to, the following:
1. The Airport Advisory Board shall study the Airport Master Plan and
shall make proposals, when necessary, of methods to accomplish said
plan for a period of the next twenty (20) years. It shall study the
actual operation of the airport with the view of improving existing
standards or establishing new standards and the possibility of incorporating
the same in the airport ordinance. It shall study existing and future
leases or drafts of leases entered into between the City and private
parties regarding the operation of the airport or portions thereof
or any facilities thereon. It shall study the relationship of the
airport management to the City and its citizens with the view towards
the maximum protection of public health, welfare and safety as well
as the establishment of a line of communication and the maintenance
of good public relations.
2. It shall study the economic feasibility of various land uses of adjacent
property and, in particular, the use of said land for industrial or
recreational use.
3. The Airport Advisory Board shall send copies of its minutes to the
City Clerk and shall make reports as is necessary or as may be requested
by the Board of Aldermen.
4. The Board shall prepare an annual budget for submission to the City
Administrator. The budget shall include recommendations for implementation
of the Airport Master Plan.
5. The Board shall attempt to find informal resolution of grievances
with a view related to operations and maintenance and, if necessary,
make recommendations to the City Administrator, Mayor or Board of
Aldermen for the resolution of grievances.

A. The
Airport Manager is hereby designated as the City staff liaison and
shall assist the Board in carrying out its duties. The staff liaison
shall help to facilitate and foster cooperation between the Airport
Advisory Board and City staff in achieving successful airport related
projects and programs.
1. The responsibility to assure the recording and maintaining the permanent
minutes of the Board shall be that of the staff liaison. Copies of
minutes shall be distributed to Board members and forwarded to the
City Clerk.
2. The official minutes of the Airport Advisory Board shall be permanent
records to be kept in the office of the City Clerk. Any verbatim transcript
or recording of the meetings, which are supplementary to the official
minutes, shall be kept in the office of the Airport Manager.
