The Board of Trustees of the Village passed Ordinance No. 68107 to submit to the qualified voters of the Village a proposed change in its form of government from that of a Village to that of a City of the Fourth Class. After publication of notice as required by law, an election was held on November 5, 1968 on such matter. At such election one hundred sixty-six (166) voters voted in favor of the change and thirty-eight (38) voters voted against the change. The results of the election held changes the classification of the Village of Willard to a City of the Fourth Class.
