There is hereby established the office of City Administrator of the City of Willard, Missouri, pursuant to the terms of Sections 77.042 through 77.048, RSMo., and as amended from time to time.

The City's Administrator shall be at least twenty-one (21) years of age and shall devote his/her full time to the performance of the duties of the office.

The office of City Administrator shall be filled by appointment by the Board of Aldermen and approval by the Mayor. The City Administrator shall be an employee-at-will.

The City Administrator shall be the Chief Administrative Assistant to the Mayor and shall have general superintending control of the administration and management of the City's business, officers and employees of the City, subject to the assignment of duties and the direction, control and supervision of the Mayor.

A. 
The City Administrator shall have the authority to appoint, discharge, and discipline City employees.
B. 
The authority of the City Administrator to appoint, discharge, and discipline City employees is subject to review by the Board of Aldermen as set forth in the City of Willard's employee policy manual.
C. 
In the event that there is no City Administrator, the Mayor will have the authority to appoint, discharge, and discipline City employees subject to the approval of the Board of Aldermen.

Nothing contained in this Article shall be construed to alter the employee-at-will doctrine.
