A. Board Of Aldermen To Select. The Mayor with approval of
the Board of Aldermen shall appoint a Police Officer for the City
of Willard to be known as the "Chief of Police" until his/her qualified
successor is selected as provided by Statute or ordinance.
B. Duties. The Chief Of Police is to perform the following
duties:
1. The
Chief of Police performs overall supervisory, administrative, work
planning, coordinating and directing of the operations and administrative
activities of the Police Department.
2. Patrol
an eight (8) hour shift. Plans, coordinates and provides overall direction
for the various programs and activities for the department, including
administrative, staff operation, departmental research, planning and
training coordination.
3. Directs,
instructs, explains, counsels subordinates, initiates disciplinary
action against subordinates for breaches or infractions of policy,
rules, regulations, laws or ordinances. The Chief of Police can give
a subordinate the following disciplinary action (with cause) without
the Mayor or Board of Aldermen's approval:
c. Suspension
without the loss of pay for seventy-two (72) hours. The Chief of Police
must contact the Mayor within a twenty-four (24) hour period concerning
the suspension. The Mayor shall be notified in advance if the situation
permits.
4. Develop,
write and revise the department's operating manuals, policies and/or
other as per the regulations set forth by the City of Willard and
the State and Federal Governments.
5. Establish
departmental organization, chain of command, communications and coordinate
activities with appropriate City, County, State, Federal and other
law enforcement agencies.
6. Meet
and confer with other law enforcement agencies, community and business
representatives and the public on all aspects of the department's
activities. He/she shall also answer and inquire of complaints. He/she
shall establish and maintain a community relations program.
7. Make
appointments of positions of rank and/or responsibility within the
Police Department.
8. Coordinate
the planning for and implementation of future budget periods.
9. Oversee
the training of all full- and part-time officers by insuring that
each officer is afforded the necessary training which will enable
him/her to keep up to date on current law enforcement techniques.
Upon approval by the Board of Aldermen, the Chief of Police shall
attend seminars, meetings and conferences so as to keep himself/herself
abreast of current trends in the law enforcement community and to
relay acquired information to the officers of the department at departmental
training meetings.
10. Report
as required to the Board of Aldermen.
11. Evaluate
work performance of subordinate officers. Composes written reports
of officer performance.
12. Give
and receive information at a department head level.
13. Review
reports and correspondence prepared by subordinates to be sent to
outside destinations. Raise questions, make suggestions, adjustments,
corrections and return them back to subordinates for corrections before
being sent to outside destinations.
14. Compose
correspondence dealing with subject matter that calls for discretion,
judgment and negotiation, authority in replying to inquiries and when
presenting or requesting information.
15. Interview
prospective employees and make recommendations concerning employment
and/or terminations to the Board of Aldermen.
16. Exercise
supervision over all Police Department personnel.
17. Must
possess a thorough knowledge of modern law enforcement principles,
procedures, techniques and equipment. Have a thorough knowledge of
applicable laws, ordinances, departmental rules and regulations. Must
have knowledge of principles and methods of administration, including
budget development.
18. Must
be able to accept responsibility, make decisions, delegate authority
and motivate a large number of people toward a coordinated effort.
Must have the ability to establish and maintain effective interpersonal
relationships with employees, other departments and the public. Must
have the ability to communicate effectively.

A. The Board
of Aldermen adopts the Willard Police manual as submitted by the Chief
of Police on this date, February 25, 1994, and subsequently amended
by ord. no. 130909 enacted on Septamber 9, 2013.
B. The Board
of Aldermen incorporates the Willard Police manual, as finally revised,
into this ordinance.
C. The Chief
of Police is authorized and requested to provide this and correct
copies of the Willard Police manual to the officers of the Police
Department and to obtain each officer's signature thereon as having
received the same.
D. The Chief
of Police is hereby charged with the duty of providing each officer
with updates to said manual as they occur and to provide a complete
up-to-date manual for each new officer who may become employed by
the department.
E. Each
employee and/or officer of the Police Department is hereby ordered
to abide by the terms of the Police manual and any addition or amendments
thereto, to follow the procedures therein and to comply with the policies
as stated in the manual.

A. The number
of Police Officers employed by the City of Willard, Missouri, shall
be no more than two and one-half (2.5) per thousand residents.
B. The number
of reserve officers employed by the City of Willard, Missouri, shall
be no more than ten (10).

A. Any Police
Officer of the City of Willard shall have the authority to respond
to an emergency situation outside the City boundaries when the emergency
situation arises within the City of Willard.
B. Any Police
Officer of the City of Willard shall have the authority to respond
to an emergency situation outside the City boundaries when the emergency
situation arises within any political subdivisions that also has authorized
its Police Officers to respond to emergency situations arising within
the City of Willard.
C. Police
Officers of the City of Springfield, Missouri, are hereby authorized
to respond to any emergency situation arising in the City of Willard,
Missouri, after receiving a request for assistance from the Willard
Police Department or one (1) of its Law Enforcement Officers.
D. Police
Officers of any political subdivision that has authorized its Police
Officers to respond to the City of Springfield are also hereby authorized
to respond to any emergency situation arising in the City of Willard,
Missouri, after receiving a request for assistance from the Willard
Police Department or one (1) of its Law Enforcement Officers.
E. As used
in this Section, "Police Officer" means an officer
who has completed the basic Police training program promulgated by
Chapter 590, RSMo. As used in this Section, "respond" shall mean to take any and all action which the Police Officer may
lawfully take as if exercising his/her powers within the jurisdiction
of his/her employing City. As used in this Section, "emergency
situation" means any situation in which the Police Officer
has a reasonable belief that a crime is about to be committed, is
being committed or has been committed involving injury or threat of
injury to any person, property or governmental interest and that his/her
response is reasonably necessary to prevent or end such emergency
situation or mitigate the likelihood of injury involved in such emergency
situation.

The Board of Aldermen authorizes the Mayor to enter into an
agreement to become a member agency of the South Central Missouri
Major Case Squad.
