The City of Hayti shall proceed, in cooperation with the Planning Commission hereinafter referred to, with due diligence and dispatch to make, adopt and carry out, as early as practicable, a City plan pursuant to, and in accordance with Chapter 89, RSMo., pursuant to all other applicable Statutes of the State of Missouri now existing and hereafter enacted.
A. 
The Planning and Zoning Commission of the City of Hayti shall consist of not more than fifteen (15) nor less than seven (7) members, including:
1. 
The Mayor, if the Mayor chooses to be a member;
2. 
A member of the Board of Aldermen selected by the Board, if the Board chooses to have a member serve on the Commission; and
3. 
Not more than seven (7) citizens appointed by the Mayor and approved by the Board. All citizen members of the Commission shall serve without compensation. The term of each of the citizen members shall be for four (4) years, except that the terms of the citizen members first appointed shall be for varying periods so that succeeding terms will be staggered. Any vacancy in a membership shall be filled for the unexpired term by appointment as aforesaid. The Board may remove any citizen member for cause stated in writing and after public hearing.
The Planning and Zoning Commission shall elect a Chairman and Secretary from among the citizen members. The term of the Chairman and Secretary shall be one (1) year, with eligibility for reelection. The Commission shall hold regular meetings and special meetings as it provides by rule and shall adopt rules for the transaction of business and keep a record of its proceedings. Such records shall be a public record.
