As used in this Article, the following words or phrases mean:
AUTOMOBILE GRAVEYARD
Any establishment, area or place of business maintained,
used or operated for storing, keeping, buying or selling wrecked,
scrapped, ruined or dismantled motor vehicles or parts thereof.
JUNK
Old or scrapped lumber, copper, brass, rope, rags, batteries,
paper, trash, rubber, debris, waste or junked, dismantled or wrecked
automobiles or parts thereof, iron, steel, and other old or scrapped
ferrous or non-ferrous material.
JUNK YARD
An establishment, area or place of business maintained, operated
or used for the storing, keeping buying or selling of junk or for
the operation of an automobile graveyard, garbage dump or sanitary
fill.

No person shall operate, establish or maintain a junk yard,
any portion of which is within one thousand (1,000) feet of any interstate
highway or within two hundred (200) feet of the nearest edge of the
right-of-way of any State, County or City highway, street or road
within the City limits of the City of Hayti, Missouri, without obtaining
from the City a license therefor. The City shall have the authority
to issue a license for the establishment, operation and maintenance
of junk yards within the limits thereof, subject to existing zoning
ordinances, and shall charge an annual fee of twenty-four dollars
twenty-five cents ($24.25) payable in advance. All licenses shall
expire on the thirtieth (30th) day of June following the date of issue
and the City may charge a pro rata part of the annual license fee
for portions of a year. Licenses shall be renewed from year to year
upon payment of the license fee. Such fee shall be deposited in the
General Fund of the City.

No junk yard shall be established, maintained or operated within
the City of Hayti, Missouri, unless such junk yard is screened from
any road by a tight board or other screen fence not less than ten
(10) feet high or of sufficient height to screen the wrecked or disabled
automobiles or junk kept therein from the view of persons using the
road on foot or in vehicles in the ordinary manner.

Any person, firm or corporation who establishes, conducts, owns,
maintains or operates a junk yard without complying with the provisions
of this Article shall, upon conviction, be guilty of a misdemeanor.
