(a) 
Compliance with state law. It shall be the duty of any owner, keeper, handler or custodian of every dog within the Township to at all times comply with all of the requirements of any existing legislation of the Commonwealth regulating the licensing and running at large of dogs.
(b) 
Running at large. No owner, keeper, handler or custodian of any dog, at any time whatsoever, shall permit such dog to run at large except on the property of the said owner, keeper, handler or custodian, or on the property of another with the consent of the owner or legal occupier of said property.
(c) 
Barking or howling dogs. No person shall own, harbor or keep in custody a dog which disturbs the peace by barking, howling or making other loud noises to the annoyance and/or discomfort of any person in the Township. Continuous barking, howling or making other loud noises for 15 minutes by such dog, whether confined inside a residence or building or to the outside area, shall be deemed to have disturbed the peace and to have caused the annoyance and discomfort of persons in the Township.
(d) 
Dogs injuring persons. No owner, keeper, handler or custodian of any dog shall intentionally or negligently permit said dog to injure any person by biting, jumping on, knocking down or attacking said person.

No owner, keeper, handler or custodian of any dog shall allow such dog to defecate on public or private property. If said dog does defecate on public or private property, the owner, keeper, handler or custodian of said dog must clean up the defecation immediately. No dog owner, keeper, handler or custodian shall allow dog defecation to accumulate on the property of the owner, keeper, handler or custodian to the point that it becomes a health hazard and/or public nuisance.
"Owner", "keeper", "handler" or "custodian", when applied to the proprietorship of a dog, includes every person having a right of proprietorship in such dog and every person who keeps or harbors such dog or has such dog in his or her care and every person who permits such dog to remain on or about the premises occupied by such person.

Whoever violates or fails to comply with any of the provisions of this chapter is guilty of a summary offense and shall be subject to a fine of not more than $300, plus costs of prosecution.
