The Council of the City of Pittston hereby determines, finds and declares, pursuant to the "Housing Authorities Law" of the Commonwealth of Pennsylvania,[1] that:
A. 
Unsanitary and unsafe inhabited dwelling accommodations exist within the City of Pittston, Pennsylvania; and
B. 
There is a shortage of safe and sanitary dwelling accommodations in the City of Pittston, Pennsylvania, available to families of low income at rentals they can afford, resulting in conditions prejudicial to the welfare of the people of the commonwealth described in Section 2(b) and (c) of the Housing Authorities Law[2]; and

C. 
There is a need for a Housing Authority to function in the City of Pittston, Pennsylvania.

There shall hereby be established and named a "Housing Authority of the City of Pittston" comprised of five members appointed by the City Council in accordance with the Housing Authorities Law for staggered five-year terms of office per the Municipal Authorities and Housing Authorities Laws.[1]

The Clerk of said Council is hereby authorized and directed to issue a certificate reciting the adoption of this article and to file such with the Department of State, the State Planning Board, and duplicate copy to the Mayor.
