The inhabitants of the City of Kearney, as its limits now are or may hereafter be defined by law, shall be and continue a body corporate by the name of "The City of Kearney" and as such shall have perpetual succession, may sue and be sued, implead and be impleaded, defend and be defended in all courts of law and equity and in all actions whatever; may receive and hold property, both real and personal, within such City and may purchase, receive and hold real estate within or without such City for the burial of the dead; and may purchase, hold, lease, sell or otherwise dispose of any property, real or personal, it now owns or may hereafter acquire; may receive bequests, gifts and donations of all kinds of property; and may have and hold one (1) common Seal and may break, change or alter the same at pleasure; and may do any act, exercise any power and render any service which contributes to the general welfare, and all courts of this State shall take judicial notice thereof.

A. 
A new seal of the City of Kearney is hereby adopted as its official corporate seal as provided in Missouri law Section 79.010, RSMo., and shall be used to authenticate all official documents including contracts and ordinances of the City.
B. 
The seal shall be designed as follows:
1. 
The seal to be circular with an outer rim containing the words "Seal of the City of Kearney, Missouri" and the date of its founding "1856".
2. 
The inner portion of the seal is divided into quadrants.
3. 
The top quadrant contains the Liberty Bell with the caption of U.S.A. and the date of independence 1776.
4. 
The right quadrant contains the name and the outline of the State of Missouri and the date of admittance as a State in 1820.
5. 
The left quadrant contains the name and the outline of Clay County and the date it was established 1822.
6. 
The bottom quadrant depicts historical facts of Kearney. The log cabin represents two (2) historical facts, the homes of early settlers and is a reproduction of the Jesse James home.
7. 
The train station (a reproduction of the Kearney train station) and train represents the founding of the City of Kearney due to the building of the railroad.
8. 
The Hereford steer and plow represents the not too distant past history of the hugh cattle feeding business and the importance of the crop farmer that contributed greatly to the growth and stability of Kearney over the first one hundred (100) years.
9. 
This seal would be metal with the lettering and design raised for stamping legal papers.
10. 
If reproduced for pins etc., the colors would be: outer circle blue, the top and bottom quadrants red, and the right and left quadrants white with all letters etc., in gold.
