The Board of Aldermen shall meet in regular session on the first
and third Monday of each month at 6:30 P.M. When a holiday occurs
on any such Monday, the regular meeting shall be held on Tuesday at
the same hour unless otherwise provided for by motion of the Board.

Special meetings may be called by the Mayor or any two (2) members
of the Board of Aldermen. The City Clerk is directed to prepare a
written notice of any special meeting, setting forth the name of the
committee, board, commission or agency, the date and time of such
meeting, the place such meeting is to be held, and the general subject
matter to be discussed. Such notice shall be prepared as soon as practicable
after the announcement of any such special meeting and shall be made
available to any representative of the news media who requests notice
of a particular meeting and shall also be prominently displayed on
a bulletin board in the lobby of the City Hall. Such bulletin board
shall be designated or marked so as to identify that all notices posted
thereon shall pertain to "public notices".

At the hour appointed, the Mayor, or in his/her absence the
Acting President of the Board of Aldermen, shall call the Board to
order, the Clerk shall call the roll of members and announce whether
or not a quorum is present. A majority of the members elected to the
Board of Aldermen shall constitute a quorum. If a quorum not be present,
a smaller number may lawfully adjourn the meeting from day to day
until a quorum is present and the names of the absentees shall be
noted by the Clerk upon the journal.
