A. The City
of Kearney, Missouri, hereby adopts by reference the following Sections
of the Standard Specifications and Design Criteria approved and adopted
by the Kansas City Metropolitan Chapter of the American Public Works
Association:

B. Supplementary Specifications And Requirements.
1. The
applicant/subdivider shall provide three (3) sets of plans by a registered
professional engineer for review to the City.
2. All
water and sewer service connections shall be stubbed off at the right-of-way
line and shall be shown on the engineering plans.
3. AB-3
compacted to ninety-five percent (95%) of standard density may be
used in place of flowable fill or standard compaction at the discretion
of the City Engineer.
4. If the
width of any trench exceeds twelve (12) inches, storm sewer backfill
requirements as outlined in the APWA specifications shall apply.
5. Fire
hydrants shall be located no more than three hundred (300) feet apart
for commercial and industrial districts and no more than five hundred
(500) feet apart for residential districts.
6. Fire
hydrants shall be Mueller A-423 equivalent or better, yellow in color,
with two hundred fifty (250) psi rating or better. Traffic model requires
a concrete collar flush with ground level.
7. ASTM
2241 pipe pressure rated at a minimum of two hundred (200) psi shall
be an acceptable substitute for C-900 PVC water lines.
8. Installers
of all water and sewer lines shall be responsible for workmanship
and materials for a period of two (2) years after acceptance of such
line by the City.
9. A pre-cast
concrete vault shall protect permanent blow-off valves.
10. All
valves shall have American Flow Control trench adapters or equivalent
adjusted for job specific depths and protected by a three (3) foot
by three (3) foot slab poured in place at finish grade.
11. All
extensions of sewage lines shall be no less than eight (8) inch pipe.
12. Inspections. All improvements constructed or erected shall
be subject to inspection by the City Engineer or his/her designated
representative. The applicant/subdivider shall give at least forty-eight
(48) hours' written notification prior to beginning work on streets
or sidewalks/trails, stormwater facilities, sewer or water lines.
After work begins, the City Engineer or his/her designee shall conduct
as many on-site inspections as necessary to determine that the work
complies with approved engineering plans and specifications.
a. An
independent third (3rd) party engineering lab approved by the City
Engineer shall provide on-site testing of all materials to meet or
exceed all City minimum specifications at the applicant's cost.
b. If
any defects are found, the applicant will promptly make all necessary
changes to meet City specifications.
c. Following
a final inspection by the City Engineer or his/her designee, the improvements
will be accepted and written notification will be sent to the applicant/subdivider
notifying him/her of the acceptance by the City.
d. Following
written notification the developer shall provide three (3) complete
sets of "as-built" drawings to the City.
13. For
instances when more than one (1) sanitary sewer stub location cannot
be located as identified by the applicable construction plans in any
given phase of development, the Wastewater Superintendent may require
video of installed sanitary sewer mains including a report identifying
distances logging between manholes for verification of stub locations
for the applicable phase of development and any subsequent phases,
at the developer's cost. Said video and distance logging information
shall include all lines identified in the construction plans. The
digital video and report must be received and reviewed by the Wastewater
Department prior to commencement of construction activities.
C. Overlapping Or Contradictory Regulations. Where the conditions
imposed by any provisions of these regulations upon the use of land,
structures or construction are either more restrictive or less restrictive
then comparable conditions imposed by any other provisions of any
kind, the regulations which are more restrictive shall govern.
D. At least
three (3) copies of the above-referenced APWA Standard Specifications
and Design Criteria shall be on file with the City Clerk available
for public use, inspection and examination and have been so on file
for a period of at least ninety (90) days prior to the adoption of
this Article.
E. Any violation
of the terms of the above Subsections adopted in this Section shall
constitute an ordinance violation and be punishable by a fine of not
more than five hundred dollars ($500.00) or a sentence of not more
than thirty (30) days in jail, or both such fine and sentence. Each
day that a violation continues shall constitute a separate violation
and may be punished as such.
