This chapter may be known and shall be cited as the "City of
Hoboken Zoning Ordinance."
The purpose of this chapter is to promote the health, safety,
comfort and general welfare of the City of Hoboken and its people;
advance the fundamental elements of the City's Master Plan; advance
the purposes of the Municipal Land Use Law set forth in N.J.S.A. 40:55D-2;
and ensure that all land development in the City meets the applicable
requirements of federal, state and local laws. In order to fulfill
this purpose, it is the intent of this chapter to provide regulations
that are consistent with the Master Plan, that implement the Land
Use Plan set fourth therein, and that advance the general concepts
and recommendations of the plan, as follows:
A. Encourage sustainability through focused economic development; flood
risk management; environmentally sensitive and energy-efficient design;
conservation of natural resources; and diversification of uses, building
types and affordability.

B. Provide adequate light, air and convenience of access, through the
regulation of bulk, height, massing, scale, and density.
C. Promote physical and visual connections between the waterfront and
the rest of the City and between the Palisades and City.
D. Enhance Hoboken's historic character through the protection of buildings
and districts of historic significance, while also encouraging design
innovation in adaptive reuse and new construction.
E. Maintain an appropriate mix of land uses in each zone district.
F. Promote the provision of public spaces, parks, open space and greenery.
G. Balance circulation and parking needs with those of pedestrians,
cyclists, and transit users.
H. Promote Hoboken's unique transportation resources to drive economic
growth.
I. Coordinate development policies and objectives with Hudson County,
neighboring municipalities, agencies and institutions.
