[Adopted 5-13-1970 as Sec. 2-9 of the 1970 Revised General Ordinances (Ch. 89 of the 1992 Code)]
There shall be a Department of Public Works, the head of which shall be the Superintendent of Public Works. The Superintendent of Public Works shall:
A. 
Have full charge of the Water Plant, subject to the approval of the Council, and perform all duties connected therewith.
B. 
Have charge of all street and sidewalk work and other public works of the Borough and see that the same are properly done in accordance with Borough ordinances and instructions of the Council as well as all rules and regulations which may be adopted from time to time by the Council.
C. 
Control the care, use and disposition of motor vehicles other than fire engines owned by the Borough, and for this purpose the Department of Public Works shall:

(1) 
Operate or supervise the operation of a garage or garages for the storage, servicing, repair and maintenance of Borough-owned motor vehicles.
(2) 
Supervise any work done by contract for the storage, repair, servicing and maintenance of Borough-owned motor vehicles or equipment.
(3) 
Control the maintenance of motor vehicles owned by the Borough by maintaining individual vehicle records of mileage, costs of operation and maintenance and replacement schedules.
D. 
There shall be a Certified Public Works Manager as defined in N.J.S.A. 40A:9-154.6a and b.

E. 
The Superintendent of Public Works/Certified Public Works Manager shall be entitled to be paid overtime or be awarded compensatory time for water, sewer, storm and snow emergencies as needed. The need to work overtime or to receive compensatory time shall be subject to the approval of the Borough Clerk.

There shall be an Assistant Superintendent of Public Works, who shall have the same powers and duties of the Superintendent of Public Works as set forth herein, and who shall aid and be under the direction of the Superintendent of Public Works, and who shall serve in the Superintendent's stead when the Superintendent is absent from his post or the Borough.
Within the Department of Public Works there shall be a Division of Roads. Under the direction and supervision of the Superintendent of Public Works, the Division shall:
A. 
Maintain and repair all Borough streets, bridges, culverts and drains.
B. 
Construct and reconstruct streets, roads, bridges, culverts and drains and treat road surfaces and resurface streets and roads according to such standards and schedules as directed or approved by the Borough Engineer.
C. 
Maintain all Borough streets in a clean and safe condition, free of obstructions and hazards, and remove snow and ice therefrom as required.
D. 
Study problems of street traffic congestion and control and streetlighting and recommend to the Borough Engineer appropriate plans for street improvement and use to satisfy traffic requirements.
E. 
Install, repair and maintain street traffic signs, lines and markers.
F. 
Maintain vehicles and garages.

Within the Department of Public Works there shall be a Division of Water. Under the direction and supervision of the Superintendent of Public Works, the Division shall:
A. 
Operate, maintain and repair the Borough waterworks and water supply treatment and distribution systems.
B. 
Have charge of the main stop valves, fire hydrants and other fixtures of the water system.
C. 
Supervise the laying of all new mains and repair all pipes, fire hydrants and other fixtures, provided that no new work shall be constructed or undertaken without first being authorized by the Water Committee of the Council.

All nonsupervisory and all supervisory employees of the Department of Public Works shall be residents of the Borough upon and during their terms of employment.

In the event that a sick day is taken the day prior to or subsequent to a vacation day or days or prior or subsequent to the days off in the rotational work schedule, a member of the Department of Public Works or Water Department shall provide the Borough with a certificate from a doctor indicating that the person was ill on the sick day taken. In the event that such certification is not provided, the employee may be subject to loss of pay for the day taken or disciplinary action.
