The issuing authority shall be the City.
Applications for all permits required hereunder shall be filed with the Police Department and shall be accompanied by the requisite fee. The fee is not refundable. The Police Department shall prescribe the form of the application and request such information as is necessary to evaluate and act upon the permit application. The permit shall be denied if the alarm system does not comply with standards adopted pursuant to this chapter or if the applicant has knowingly made any false, misleading or fraudulent statement of a material fact in the application for permit.

The fees for an alarm system permit are established below, and such permits issued shall expire one year after said issuance, or January 1 of the succeeding year, whichever comes first. Permit fees for permits issued during the course of the current year shall be calculated on a pro rata basis. Applications for renewal of permits shall be processed in the same manner as applications for the initial permit. Permits shall be nontransferable. Upon receiving an application from any person for an alarm permit, the Police Chief may cause an investigation to be made of the system to be installed to determine if the system complies with the requirements of this chapter and all applicable laws and ordinances.

The alarm permittee shall supply, on his application for permit, the names, addresses and phone numbers of at least two persons to call in the event of an emergency. If the permittee has arranged for a service contract, emergency telephone numbers of the service company shall be supplied. In the case whereby the contact phone numbers shall change, said permittee shall notify the City of any changes within seven calendar days.
